| With the impact of the COVID-19 epidemic in 2020 and the continuous outflow of surplus labor force,the demographic dividend gradually disappeared,and the special advantages such as low labor cost that the traditional industrial parks rely on for rapid development gradually lost.Their industrial positioning,industrial strategy and industrial structure could no longer meet the requirements of economic development under the "new normal".However,at present,the park construction is still mainly dominated by traditional industries.In the process of attracting investment,the local government puts more emphasis on the number of projects,and sets a low threshold for scale,environmental protection and sustainable development.Therefore,although there are rich industries and sufficient number of enterprises in the park,the integrity of the industrial chain is not enough.The lack of correlation between enterprises and other problems have brought great obstacles to the transformation and development of traditional industrial parks and the optimization and adjustment of industrial structure.This paper takes Xingcun Town Industrial Park in Haiyang City as an example,uses case analysis,system analysis,interview and other research methods,based on industrial agglomeration theory and sustainable development and circular economy theory,starts from the development of Xingcun Town industrial Park,existing problems and causes analysis,and follows the idea of "development problem--analysis problem--solution problem".The paper studies the related issues of transformation and development of traditional industrial parks.The paper holds that the main approaches of transformation and development of traditional industrial parks in towns and villages are as follows:first,by adjusting the industrial structure,the advantageous industries drive the transformation and development;The second is to convert the development space by digging the existing resources;Third,the park will continue to improve infrastructure construction and create a favorable business environment.At present,there are mainly problems such as unreasonable industrial structure of the park,unbalanced resource supply and demand,unreasonable capital investment,serious environmental protection problems,insufficient economic development momentum,and slow introduction and promotion of large projects.The main reasons leading to the problems are:first,the economic development level of the park is low,second,the administrative management system is not perfect,third,the investment environment is not good.Based on the classic case of transformation of traditional industrial park at home and abroad,this paper summarizes the measures that the two important roles of government and enterprises should take in the transformation process of Chinese traditional industrial park,which provides new ideas and possibilities for the transformation development of the same type of industrial park and the case supplement in related fields of public management in other areas of our country. |
