In 2018,the People’s Government of Shandong Province issued the Implementation Plan for the Major Project for the New and Old Kinetic Energy Conversion in Shandong Province,marking the beginning of the transformation of Shandong Province from an economic structure dominated by traditional manufacturing industries such as steel,building materials and machinery to industries such as electronic information,high-end equipment,medical and health care,and marine technology.The port is the node connecting the hinterland economy and international trade,and the type of port cargo and its throughput are closely related to the structure and economic volume of the hinterland economy.The business of Shandong ports and their affiliated related enterprises,especially those of road collection and transportation enterprises,will be profoundly affected by the new and old kinetic conversion.On the other hand,road transport enterprises are increasingly facing stringent environmental regulations.In September 2022,the State Council issued the Opinions on Supporting Shandong in Deepening the New Old Dynamic Energy Conversion to Promote Green,Low-Carbon and High-Quality Development,further raising the requirements for green and low-carbon development.How to promote the economic performance and environmental performance of enterprises under the changing economic and policy environment is a challenge for port road consolidation and transportation enterprises in Shandong Province.The majority of existing studies have used empirical or structural equation methods to investigate how to improve enterprise performance,but the existence of interactive feedback relationships between internal and external factors under external economic and policy constraints increases the difficulty of applying empirical methods.Based on this,this study adopts a system dynamics approach to analyse the interactive feedback relationships between internal and external factors,and constructs a quantitative system dynamics model for port consolidation and dredging performance assessment based on classical four-stage theory.On this basis,this paper assesses the economic and environmental performance of Qingdao port road haulage enterprises,identifies the most critical factors affecting the enterprises’ performance,and proposes strategies for the enterprises to improve their economic and environmental performance.The study finds that:firstly,the poor profitability of port road haulage enterprises due to oversupply in the market and the heavy reliance on fossil fuels for trucks lead to poor environmental performance.Secondly.the analysis of key elements affecting corporate performance in this thesis found that the economic environment has the most significant impact on corporate performance,with uncertainty about development in the context of economic transformation,making business decisions difficult.In addition,the impact of factors such as truck loading rate,driver driving efficiency,average freight mileage and truck energy efficiency are also significant,and companies can implement a range of management measures to enable them to improve performance.Third,this thesis’s evaluation of performance improvement countermeasures found that freight platform construction,combined loading and optimized vehicle design were the preferred options for corporate decision making.Creating information platforms and joint loading improves truck utilization and increases corporate profits by 3.6 to 7.46%.And optimizing vehicle design will reduce truck carbon emissions by 6.66 to 12.7%.In summary,this study creates a quantitative model to analyze business management decisions from a holistic perspective,assesses the level of economic and environmental performance of companies under uncertain economic conditions,and identifies the elements and preferred decisions that companies need to focus on to improve their performance.This study not only provides decision support for quantitative analysis of business management performance improvement,but also provides a more comprehensive and complete perspective for the development of management countermeasures for freight transport companies.
