The water supply system is a vital infrastructure to maintain the operation of urban production and quality of life for residents,and its efficient and scientific operation could provide an important guarantee for the survival and development of various industries.As a tool that could effectively improve the operation and management of water supply systems and water supply enterprises,performance management has become increasingly important to domestic water supply enterprises because of its relevance in making an objective and fair evaluation of the operation and management of water supply enterprises and in providing solid support for the development of water supply enterprises.Due to the fact that water supply enterprises have been state-owned monopoly production and operation management,employees still have a deep sense of the secure job,while the management post is in a key position,its work is hard to quantify the assessment,which makes the performance management of water supply enterprises on the management post is still at the stage of exploration.In order to enhance their core advantages under the trend of diversified development,water supply enterprises urgently need to face up to the shortcomings of their own management,change their thinking mode,and optimize their internal management system.This paper takes the performance management system of management posts of A water supply company as the main research object,analyzes its current problems and causes,and tries to use the theory of point system management to build a performance management system in line with the management posts of state-owned water supply enterprises,making full use of the leverage of performance appraisal is an effective way to break the predicament of modern development of state-owned enterprises,so as to stimulate the motivation of management posts and improve the overall quality of water supply services.This paper adopts the literature research method,the author reviewed relevant domestic and international literature,studied and referred to the basics of point system and performance management theory,and used the questionnaire and interview research method to investigate the management post of A water supply company.Through the analysis of the results of the questionnaire survey,the author found that the performance management of the management post of the Company lacked scientific and reasonable assessment indicators,the performance appraisal process was not transparent,and there were also problems such as imperfect communication and feedback mechanism,and the assessment results were not reasonably used,so its effect was not obvious.Based on the problems found above,this paper firstly combines the strategic task decomposition of A water supply company,clarifies the work characteristics and job responsibilities of management posts,and resets the evaluation indexes using the point system;secondly,standardizes the performance appraisal process of management posts,establishes performance feedback and interview mechanisms,establishes performance appeal channels,and expands the application scope of appraisal results;finally,improves the organization guarantee,system guarantee,culture guarantee,training guarantee,and information system guarantee.In this way,a complete point system performance management system is formed,including performance planning,performance counseling,performance evaluation and performance incentive.Under the fair and reasonable assessment environment,management posts could change their attitudes and get opportunities for reward,training and promotion by improving their work quality and comprehensive ability,and also further improve the performance management level of the enterprise.Guided by the theoretical basis of performance management of the points system,this paper designs a construction scheme for the performance management system of the management post based on the point system according to the current situation of the performance management of the management post of A water supply company,tries to solve the problems existing in the performance management of the management post,explores the ways to improve the effectiveness of the performance appraisal of the water supply company,and provides new ideas for the implementation of performance management in the current water supply industry,which has certain reference. |
