Urban water supply is a major livelihood project involving thousands of households.As an enterprise behavior,water supply safety has important strategic significance for maintaining urban economic development and the stability and order of people’s production and life.Protecting the "lifeline" of water supply safety is the basic responsibility of water supply enterprises.As the situation of water resources shortage and urban water supply safety risk in Shenzhen is still grim,improving the water supply safety management ability of water supply enterprises is an important management affair of water supply enterprises.It is also the basic premise to improve the stability and safety of urban water supply.It is in line with the strategic positioning of the urgent need to improve the guarantee capacity of water resources and water supply mentioned in the 14 th five-year Plan of water development in Shenzhen.This paper focuses on the research on the safety management system of water supply in Shenzhen water supply enterprises.Firstly,it analyzes the relevant literature of water supply safety management,and consults the laws and regulations,industry standards,policy documents and other related documents and data related to water supply safety in water supply enterprises.The theory and practical experience of water supply safety management at home and abroad are studied.After classified data collection and data induction and collation,this paper introduces the concept of water supply and water supply safety,and expounds the whole process management of water supply and the theory of water supply safety management system.Taking the water supply enterprises in Shenzhen as the research object,the research data are obtained through field investigation and government work report,and the current situation and existing key problems of water supply safety management are summarized to provide a basis for the establishment of water supply safety management system model of water supply enterprises in Shenzhen.Secondly,combined with hazard analysis and critical control point method,risk management theory and PDCA operation mode,the system analysis and system modeling of water supply safety management system are carried out.It is put forward that the key elements of the system are institution system,emergency management system,water production process system,water supply network management and user terminal management.Thirdly,according to the five key elements of the system,the evaluation index system is constructed,and the fuzzy-AHP comprehensive evaluation method based on triangular fuzzy number is designed to evaluate the effectiveness of water supply safety management system of water supply enterprises in Shenzhen.Finally,an example of water supply safety management system evaluation of a company in Shenzhen is used to verify the research results of the paper.Based on the analysis,it is concluded that the overall safety management ability of water supply is good,and suggestions are put forward to strengthen the system and user terminal management. |
