Science and technology is the primary productive force,is becoming the key areas in the international competition and international game.If China wants to gain international competitive advantages through scientific and technological innovation,it needs to improve the scientific and technological innovation capacity of key regions as a breakthrough point.The Guangdong-Hong Kong-Macao Greater Bay Area has the advantage of representing China in international competition in the field of technology and innovation,which will enable China to enhance its international competitiveness.Based on Schumpeter’s innovation theory,Marx’s technology innovation theory,open innovation theory and regional innovation system theory,this paper analyzes the formation mechanism of regional science and technology innovation ability,combines the motivation of the Guangdong-Hong Kong-Macao Greater Bay Area to enhance scientific and technological innovation ability,and takes the input-output perspective as the main entry point.This paper analyzes the development status of the greater Bay Area’s technological innovation capability from three aspects: the environment,input and output of scientific technological innovation.This article uses global principal component analysis to evaluate the technological innovation capacity of 11 cities in the Guangdong-Hong Kong-Macao Greater Bay Area from2017 to 2020,and use the data envelopment analysis method to analyze the input-output efficiency of scientific and technological innovation in the Greater Bay Area,so as to analyze how to promote the improvement of scientific and technological innovation ability through efficiency improvement.The results show that Shenzhen leads the improvement of the technological innovation capacity of the Guangdong-Hong Kong-Macao Greater Bay Area with its strong technological innovation input-output capacity,and Guangzhou ranks second in the level of scientific innovation input-output,and drives the improvement of the scientific and technological innovation capacity of the Greater Bay Area with its sound scientific research environment.Hong Kong relies on its high-level opening up environment,and Dongguan relies on its large-scale electronic information industry to help improve the technological innovation capacity of the Guangdong-Hong Kong-Macao Greater Bay Area.There is still a large space for other cities to improve their technological innovation capacity.The technological innovation input of Shenzhen,Guangzhou,Zhuhai and Zhongshan has been effectively transformed into technological innovation output.Shenzhen and Guangzhou have advantages in the scale and efficiency of technological innovation input and output.Zhuhai and Zhongshan should maintain efficient technological innovation input and output efficiency.At the same time,increase the scale of input and output.Other regions should further optimize the use of technological innovation input factors to maximize output.The Greater Bay Area should strengthen the input-output efficiency in the patent field,and promote the improvement of technological innovation capabilities through efficiency optimization.Finally,this paper proposes specific ways to improve the greater Bay Area’s scientific and technological innovation capacity:The Guangdong-Hong Kong-Macao Greater Bay Area should strengthen policy guidance,turn institutional differences into institutional advantages,and make full use of institutional advantages;The Guangdong-Hong Kong-Macao Greater Bay Area should adhere to the industry-led development path of scientific and technological innovation,and strengthen the input capacity and output capacity of scientific and technological innovation by focusing on advantageous industries;The Guangdong-Hong Kong-Macao Greater Bay Area should continue to open up to the outside world,improve its level of openness in scientific and technological innovation,and enhance the leading ability of technological innovation capability;The Guangdong-Hong Kong-Macao Greater Bay Area should optimize its scientific research environment,enhance its scientific research capacity,realize the coordinated development of industry,and strengthen the long-term support of scientific knowledge for technological innovation and upgrading. |
