Research On The Cooperation Capacity Problem In Guangdong-Hong Kong-Macao Greater Bay Area

After thirty years,the economic cooperation brings lots of benefits to Guangdong-Hong Kong-Macao area,Guangdong becomes the factor of the world,and HongKong become one of the Nylonkong center.However,the economic cooperation between Guangdong-Hong Kong-Macao has broken,and replace by the competitive relationship.With the development of the Guangdong-Hong Kong-Macao cooperation,more and more different demands have been considered.Some researchers found that the development of Guangdong-Hong Kong-Macao cooperation is facing more difficulties.After research,this article considers that the basic reason for the development bottleneck of Guangdong,Hong Kong and Macao cooperation lies in the lack of cooperation capacity.This capacity is dynamic evolution.Firstly,it will change with the change of the external;secondly,the degree of industrial linkages and the consensus on cooperation between the internal members also greatly affect the cooperation capacity;thirdly,the accumulation of social capital and effective multilevel governance are key variables of cooperation capacity.After research,this article found that: First,the cooperation development of Guangdong,Hong Kong and Macao has entered the stage of regional common governance.Second,the growth of cooperation capacity is the driving force for further cooperation between Guangdong,Hong Kong and Macao.Third,the cooperation capacity of Guangdong,Hong Kong and Macao is weak.Fourth,in the Guangdong,Hong Kong and Macao,the growth of cooperation capacity is related to regional development consensus,effective multilevel governance structure and social capital accumulation.The policy recommendations are as follows: First,building a common interest community of Guangdong-Hong Kong-Macau to cope with the changing global economic environment.Second,clear positioning,dislocation development,reach a consistent regional development consensus,and reduce the Pearl River Delta regional development disparity.Third,build effective multilevel governance structure to enhance the efficiency of regional cooperation in Guangdong-Hong Kong-Macao area.Fourth,pay attention to the accumulation of social capital and promote the exchange and interaction between Guangdong-Hong Kong-Macao.
