In recent years,the global climate problem has become increasingly serious,and the issue of carbon emissions has attracted widespread attention from countries around the world.Achieving the goals of the Paris Agreement and avoiding the adverse consequences of global warming requires the active actions of all countries around the world.As one of the largest greenhouse gas emitters in the world,China has shouldered the responsibility of a major power.At the United Nations General Assembly,my country pledged to "peak carbon emissions in 2030 and neutralize them in 2060",and my country’s low-carbon economic development has entered a new stage.Since the low-carbon development was proposed,my country has responded positively and has been committed to promoting the development model of green energy saving for many years,transforming from an extensive economic growth model to an intensive economy.During the "13th Five-Year Plan(2016-2020)" period,China has taken measures to control greenhouse gas emissions and build a carbon market to promote carbon emission reduction.The "2030 Carbon Peak Action Plan" was incorporated into the "14th Five-Year(2021-2025)"development plan,and a dual control system for total energy consumption and intensity was implemented.my country is still in the stage of in-depth development of industrialization and urbanization.Traditional industries account for a relatively high proportion of industrial and commercial industries.The energy structure is overly dependent on coal,and the overall low energy efficiency is still grim.DB company is a regional company under a large power generation group.For many years,the main business is thermal power generation,and it extends upstream and downstream along the thermal power generation industry chain.An industrial layout integrating coal resource development,thermal power generation,power station construction and maintenance has been formed.However,in recent years,with the requirement of "Dual Carbon Goals" in Northeast China and the promotion of local low-carbon development policies,the energy demand of DB’s main customer object,Northeast industrial and commercial enterprises,has shown a development trend of slow growth and structural adjustment.DB’s thermal power generation business is also in trouble due to changes in the external demand environment.At the same time,as the largest comprehensive energy service company in Liaoning Province,DB Company not only has to meet the low-carbon development needs of customers,but also shoulders the mission of guiding customers to conduct low-carbon development.It is against this background that this paper analyzes the changes in energy demand in Northeast China’s industry and commerce and the current supply and demand situation of the energy service industry as the external environment of DB company,and analyzes the internal resources of DB company in combination with the actual situation of the case company,and finally forms a SWOT analysis matrix.,so as to formulate the development strategy of DB Company’s energy service enterprise in line with the background of low-carbon development of industry and commerce in Northeast China,and provide guarantee measures for the implementation of the strategy.During the specific research process,This paper first analyzes the external demand environment of DB Company,and uses the scenario analysis method to systematically analyze the total energy consumption,energy consumption structure,and industrial distribution of the Northeast industrial and commercial industries.It is found that the total energy consumption of industry and commerce in Northeast China is growing slowly,and the energy service industry is in the stage of stock competition;the energy consumption structure is overly dependent on high-carbon energy sources such as coal and oil,and the competition of power and energy service enterprises will further intensify;the energy consumption industry is mainly concentrated in fuel Processing-electric heating supply-metal smelting and other industries,the application of energy-saving technology and green energy replacement by such enterprises have become the new competitive direction of energy service enterprises.However,energy service companies can only help Northeast industry and commerce achieve a 3%decline in energy intensity and a 3%coal-to-clean power energy conversion in terms of energy-saving technologies and clean energy.Only then can we ensure the realization of the "2030 carbon peak" goal.The industry environment of DB Company is further analyzed,and through the development status of the energy service industry,it is found that the energy supply services in the Northeast region have insufficient localized supply and the development trend of clean energy services.The power and energy supply service that DB company belongs to also faces the threat of competition from both suppliers and customers.To build a competitive advantage by reducing external dependence on coal energy and reducing power generation costs.On the basis of external environment analysis,a power generation company—DB Company is selected as a strategic research case,and its internal resources and development issues are analyzed.Combined with internal and external environment analysis,SWOT analysis and quantitative evaluation are carried out,and finally it is determined that DB Company is a low-carbon company.The strategic positioning of transformation services and new energy supply services,combined with the needs of industrial and commercial users,can ensure the sustainable development of enterprises by providing differentiated services.Finally,systematic safeguard measures are formulated around the implementation of the strategy to ensure the effect of the strategy implementation.This paper has certain innovations in two aspects:(1)Most of the existing strategic planning of energy service enterprises are in the stage of theoretical analysis,and there are few specific strategic measures for specific enterprises,especially less strategic management for specific regional energy demand services.This paper makes a quantitative analysis of the energy demand environment of Northeast industry and commerce,considers the development status of the energy service industry,and formulates a differentiated growth strategy with more market demand based on the actual situation of DB Company.(2)After the reform of the power system,comprehensive energy services gradually emerged.But so far,there is no mature model.Existing energy service enterprise strategies mostly focus on developing demonstration energy supply services in newly built industrial parks and exploring the development strategy of incremental comprehensive energy services,but they rarely involve energy services in the stock market.At the same time,this paper analyzes the demand for energy transformation in the stock market and the incremental market of electric energy,and expands the strategic scope of energy service companies to the transformation of energy services in the stock market and the total amount remains unchanged.The new electric energy market under structural adjustment has broadened the Existing energy service companies only focus on the strategic coverage of the incremental market,which fully explores the market space of energy service companies. |
