Research On The Compliance Management System Of Power Grid Enterprises Under The New Regulatory Relationship

In recent years,the CPC Central Committee and the State Council have continuously promoted the work of governing enterprises according to the law,and urged central enterprises to comprehensively establish a compliance management system and improve their compliance management capabilities.Power grid enterprises are the main force to ensure national energy security,an important part of my country’s energy strategic layout,and play an important role in economic development and social progress.With the deepening of the reform of my country’s power system,power grid companies are facing a new round of changes in the regulatory relationship.The relationship between government and power grid companies has undergone profound changes in the relationship between supervision and being regulated."Essential characteristics" have returned.With the gradual formation of new regulatory relationships and the gradual prominence of regulatory risks and systemic impacts,power grid companies need to promote targeted compliance management at a more in-depth and detailed level.Compliance management is the inherent requirement for the stable operation of enterprises,the basic premise for enterprises to prevent risks,and a powerful weapon for enterprises to protect their own interests.It has important theoretical and practical significance in terms of its own long-term stability and the improvement of overall social benefits.Based on this,this paper firstly introduces the relevant practices of compliance management,summarizes the experience that China’s power grid companies can learn from,and provides an important practical basis for building a compliance management system for China’s power grid companies;secondly,based on the supervision of China’s power grid companies The current situation,taking the formulation and implementation process of relevant regulatory policies for transmission and distribution price reform in the new round of power system reform in China as an example,uses the policy network model to analyze the interaction between the government,power companies and other social parties in the process of policy development.The characteristics of the new regulatory relationship and the requirements for the power grid enterprises to carry out compliance management are obtained.Then,combined with the relevant domestic and foreign practical experience and the requirements of the new regulatory relationship for the compliance management of power grid enterprises,the power grid enterprise compliance management system is established from three dimensions:management platform optimization,management system formulation and workflow construction.Finally,aiming at the key points of the power grid enterprise compliance management system,the power grid enterprise compliance management evaluation is constructed based on the optimal and worst method and the matter-element extension method.Model,and invited experts in relevant fields to use this model to evaluate the compliance management of S provincial power grid company,verifying the validity of the model.Based on the principles of objectivity,impartiality and professionalism,this paper explores the compliance management issues of my country’s power grid enterprises under the new regulatory relationship,applies the policy network model to the analysis of the regulatory relationship between the government and power grid enterprises,and based on practical experience and reality It is required to build a compliance management system suitable for my country’s power grid enterprises,and design a compliance management evaluation model using the optimal and worst method and the matter-element extension method.The analysis of the new regulatory relationship will help power grid companies to judge future regulatory trends and better adapt to regulatory requirements;the established compliance management system will help power grid companies to comprehensively regulate their own business management behavior and ensure the sustainable development of the company;The built compliance management evaluation model can provide guarantee and effective supplement for power grid enterprises to improve their compliance management system and fully realize compliance management.
