Research On Improvement For The Comprehensive Budget Management To Stage Grid Enterprises Based On Shanxi Electric Power Corporation

As a synthetical controlling system, total budget management is getting more and moreattention when it is playing a more and more important role in achieving corporations’management targets. It is becoming the necessary choice for investors and managers.Recently, Chinese power supply corporations’ innovation is to introduce competition systemand push marketing innovation. With the innovation, power supply corporations will getadvantages in the competition. Accordingly, power supply corporations have to start newmanagement model and build new management system. These new models and new systemsinvolve every side of production and management in power supply corporations. Therefore,using total budget management to achieve corporation management system innovation andreduce cost is getting more Chinese power supply corporations’ attention. Total budgetmanagement has been implemented in Chinese Power Supply Corporations since1998.However, it still has some problems to fulfill corporation organic conformity. Under thisbackground, this article combines the theory of total budget management and the fact of Stategrid shanxi electric power company to study power supply corporation budget managementstatus and shortage. Furthermore, the author brought some comments to promote theapplication of complete budget management in State grid shanxi electric power company.At first, this paper detailedly explains various correlative theories of overall budgetmanagement, and it analyzes the current situation of overall budget management of State gridshanxi electric power company. In the paper, the framework of overall budget managementsystem of State grid shanxi electric power company was rebulided and concretely designed.The paper finally discourses upon the plan for implementation of overall budget managementsystem of State grid shanxi electric power company, and it further put forward the system ofevaluation of overall budget management. With this study, the author looks forward to offerthe experience for other electric power enterprises about overall budget management.
