Research On The Impact Of Industrial Policy On The Innovation Of New Generation Information Technology Enterprises

The new generation of information technology industry represents and leads the current and future development direction of information technology industry with its distinctive characteristics of technology,innovation and leadership.Whether China can be in the forefront of the development trend of the new generation of information technology industry determines whether China can be transformed from an economic and technological power to an economic and technological power.Therefore,it is a necessary and inevitable choice for China to promote the development of a new generation of information technology industry through effective industrial policies.Analyzing the effectiveness of industrial policy is the premise of improving the supporting effect of the new generation of information technology industrial policy.In recent years,in order to promote enterprise innovation and achieve the vision goal of 2035,China has issued a series of policies to support the development of the new generation of information technology industry.However,the substantive impact of these industrial policies on enterprises’ innovation activities and the incentive effect on enterprises’ innovation output remain to be further analyzed and verified.By sorting out the Outline of National Informatization Development Strategy and the specific industrial policies decomposed and implemented,the development status of the new generation of information technology industry is comprehensively analyzed.By using the patent data of Shanghai and Shenzhen A-share listed companies from 2014 to 2020 and adding control variables such as enterprise asset scale,asset-liability ratio,proportion of R&D personnel and R&D investment,the influence of industrial policy on innovation output of the new generation of information technology enterprises is analyzed.It can be seen that: Both the total number of enterprise patents and the total number of enterprise invention patents are promoted by industrial policy,but there is a certain lag between industrial policy and invention patents.At the same time,under the same policy incentive effect,the larger enterprises have more innovative output capacity;Enterprises with high asset-liability ratio have the situation of restraining the innovation output of enterprises;Enterprises with higher R&D investment and higher proportion of R&D personnel will have higher innovation output level and ability.Therefore,we should speed up the time of patent examination in key industries and give priority to invention patent examination in the future.We will increase r&d support for enterprises and give more support to micro,small and medium-sized enterprises.Cultivate technical research and development talents and promote industry-university cooperation.In short,we should create a better environment and provide more sufficient power for the development of China’s new generation of information technology industry through the adaptive adjustment of industrial policy.
