Rapid urbanization is accompanied by a high concentration of population and various resources,which will inevitably lead to increased pressure on urban space and environmental capacity,causing problems such as "urban disease",which is not conducive to the sustainable development of cities.As the leading area of economic development in Inner Mongolia,the Hohhot-Baotou-Erdos urban agglomeration is also an important urban agglomeration in central and western China.In recent years,there have been problems such as environmental pollution,shortage of resources,and lack of motivation for economic development.Therefore,taking Hohhot-Baotou-Erdos urban agglomeration as the carrier,with comprehensive carrying capacity and resource optimization as the main line of research,is of great significance to the sustainable development of the region,the ecological protection and high-quality development of the Yellow River Basin,and the development of the western region.This paper firstly analyzes the development status of Hohhot-Baotou-Erdos urban agglomeration,and then constructs the comprehensive carrying capacity evaluation index system of Hohhot-Baotou-Erdos urban agglomeration and comparison;based on the evaluation value of the carrying capacity,use the grey forecast model to predict the comprehensive carrying capacity level of the Hohhot-Baotou-Erdos urban agglomeration and each city in the next five years,and clarify the development trend;use the obstacle degree model to measure the impact on the Hohhot-Baotou-Erdos urban agglomeration and the comprehensive carrying capacity of each city.Based on the urban primacy theory,it measures the resource allocation capacity of each city in the Hohhot-Baotou-Erdos urban agglomeration.Finally,some countermeasures and suggestions are put forward to improve the comprehensive carrying capacity of the Hohhot-Baotou-Erdos urban agglomeration through the optimal allocation of resources.The empirical analysis found that:(1)The comprehensive carrying capacity of the Hohhot-Baotou-Erdos urban agglomeration has been increasing year by year,and the carrying capacity level has developed from a low stage in 2005 to a medium stage in 2019.Among them,Hohhot has the highest comprehensive carrying capacity,followed by Baotou,and finally is Ordos,there are big differences between cities.The carrying capacity of each subsystem is in descending order: comprehensive transportation carrying capacity > social development carrying capacity > ecological environment carrying capacity > economic development carrying capacity > natural resource carrying capacity.(2)The shortcomings affecting the comprehensive carrying capacity of the HohhotBaotou-Erdos urban agglomeration are prominent,and the comprehensive transportation,social development and natural resources have significant hindering effects.The main obstacle factors include fixed asset investment in public facilities construction the number of urban basic endowment insurance participants,per capita water consumption,resources and economic density.(3)Hohhot City has the strongest resource allocation ability in the Hohhot-Baotou-Erdos urban agglomeration,and has strong resource allocation ability in terms of infrastructure,economy and population.The resource allocation ability of Ordos City is second,and the resource allocation ability of Baotou City is the weakest.Combined with empirical analysis,some countermeasures and suggestions are put forward,such as guiding the differential development of advantageous industries,promoting the coordinated and balanced allocation of transportation resources,promoting the allocation of water resources,strengthening the coordinated prevention and control of environmental pollution,and promoting the equalization of public services.It is of great practical significance for the Inner Mongolia Autonomous Region to accelerate the construction of a new development pattern and promote sustainable development.At the same time,it provides a reference for underdeveloped regions to explore high-quality development paths. |
