With the rapid growth of e-commerce transaction volume and remarkable development achievements,the state pays more and more attention to the development of e-commerce.How to achieve high-quality development has also attracted more and more attention.In 2018,the national e-commerce work conference put forward the goal of "accelerating the highquality development of e-commerce" for the first time,and made it clear that e-commerce should move towards high quality in the future.The elaboration of the connotation and performance of the high-quality development of e-commerce,as well as the measurement and driving factor analysis of the high-quality development of e-commerce in all provinces,has important theoretical and practical significance for further improving the high-quality development level of e-commerce in all provinces in the future.Firstly,the paper combs and summarizes the relevant theories and literature.Secondly,based on the relevant literature of high-quality development,this paper expounds the connotation and performance of high-quality development of e-commerce,and establishes an evaluation index system of high-quality development of e-commerce including development fundamentals,competitiveness and development achievements.Then,the entropy method is used to measure and analyze the comprehensive index of high-quality development of ecommerce in 31 provinces from 2015 to 2020.Further,based on the measurement results,this paper makes an exploratory spatial data analysis on the high-quality development level of ecommerce,identifies the spatial autocorrelation of the high-quality development level of ecommerce in all provinces,and provides a basis for establishing the spatial measurement model of the influencing factors of the high-quality development of e-commerce.Thirdly,various spatial econometric models are established,and the spatial error models under the dual fixed effects of individual and time are compared and selected to analyze the influencing factors of the high-quality development of e-commerce.Finally,based on the theoretical analysis and research results,according to the development status and development structure differences of the provinces in the four economic regions,this paper puts forward corresponding countermeasures and suggestions to improve the high-quality development level of e-commerce in the provinces.The main conclusions of this study are as follows: first,from the measurement results,the overall high-quality development level of e-commerce in all provinces shows an upward trend, with obvious regional differences.E-commerce in the eastern region has the characteristics of high level and high growth rate;The central region develops steadily with small internal differences;The growth rate in the western region is quite different;The growth rate of Northeast China has increased after benefiting from the counterpart support of the eastern region.Second,from the perspective of development structure,the triangular structure of all dimensions in the eastern region is stable and maintains balanced development;The problem of structural imbalance in the central region is reflected in the development achievements and development fundamentals;Northeast China is characterized by the slow improvement of development fundamentals;The overall dimension index of the western region is low.Third,there is a long-term spatial positive correlation between the high-quality development level of provincial e-commerce.The provinces with low-low agglomeration gradually expand from west to east from Inner Mongolia,Xinjiang,Qinghai and Yunnan,and the high-high agglomeration involves Jiangsu and Tianjin.Fourth,the improvement of the high-quality development level of e-commerce in each province will be positively transmitted to adjacent provinces.The positive promotion effects of various variables from large to small are residents’ consumption level,technology market vitality,intellectual property protection and education level,and the impact of policy support is not significant.In addition,there is a certain spatial diffusion of residents’ consumption level and education level.
