The 19 th National Congress of the Communist Party of China put forward the concept of "high-quality economic development" for the first time,pointing out that China’s economy has shifted from a stage of high-speed growth to a stage of high-quality development.This transformation of the economic growth model is based on the main contradiction in our society at present,and also to meet the growing needs of the people for a better life.This paper focuses on "high-quality economic development" and builds an evaluation index system based on five dimensions of innovation,coordination,greenness,openness and sharing on the basis of previous research,including a total of42 three-level indicators.Then,the entropy method is used to calculate the comprehensive index of high-quality economic development and the sub-dimension development index of China’s 30 provinces,municipalities and autonomous regions(except Tibet,Hong Kong,Macao and Taiwan),and the regional economic high-quality development level is divided into four levels.Then,by comparing the comprehensive index of high-quality economic development,green total factor productivity is used as an indicator to measure the high-quality development level of the regional economy.Based on the fixed-effect panel data model,Lasso,SCAD,and MCP variable selection methods are used to select important variables.The results show that the adaptive Lasso method has the best selection effect,and selects the proportion of government financial science and technology allocation to financial expenditure,R&D investment intensity,and the third The proportion of industrial added value in GDP,the ratio of urban and rural residents’ income,the energy consumption per unit of GDP,and the proportion of total imports and exports in GDP are six important variables that have a significant impact on high-quality economic development.Finally,based on the spatial correlation and spatial agglomeration characteristics of high-quality economic development,according to the results of variable selection,spatial effects are included in the panel data model,and a spatial econometric model is established for dynamic analysis of high-quality economic development.The results show that the spatial Durbin model(SDM)has the best estimation effect,and the following conclusions are drawn: the proportion of government financial technology appropriation in fiscal expenditure and the proportion of tertiary industry added value in GDP play a positive role in promoting the high-quality development of the local economy,but it will have a competitive effect on the high-quality economic development of the neighboring regions;R&D input intensity and the ratio of urban and rural residents’ income have a negative effect on the high-quality development of the local economy,but have a positive effect on the neighboring regions;the proportion of total imports and exports in GDP has a negative impact on local and The high-quality economic development of neighboring regions plays a promoting role,while the energy consumption per unit of GDP has an inhibitory effect on the high-quality economic development of both local and neighboring regions.
