The turning point when my country’s economy really began to shift from high-speed growth to high-quality development was the proposal of the new expression "high-quality development" at the 19 th National Congress of the Communist Party of China in 2017.The proposal of the "Year of Agricultural Quality" in 2018.Agriculture is the basic sector of the national economy.The proposal of the "Agricultural Quality Year" in 2018 shows that the high-quality development of agriculture conforms to the new model of the joint development of agricultural economic development and environmental protection under the new normal,and is also a continuation of the construction and development of ecological civilization.In order to improve the level of high-quality agricultural development,the author deeply understands the connotation of high-quality agricultural development,and tries to establish a complete index system closely centered on the "new development concept".The improved entropy weight TOPSIS model is used to measure the high-quality agricultural development level of 31 provinces in China from 2008 to 2019.With the help of Geoda spatial autocorrelation analysis,standard deviation ellipse and center of gravity transfer model,this thesis explores the temporal and spatial distribution and evolution characteristics of Chinese agricultural high-quality development level from 2008 to 2019;and then uses the dynamic and static coupling coordination model to analyze the relationship between the areas and the system of agricultural high-quality development.And the obstacle degree model and spatial econometric model are used to analyze the internal and external influencing factors,so as to provide reference for the future development of agriculture in China.The results show that:(1)On the whole,from 2008 to 2019,Chinese agricultural high-quality development level showed an overall upward trend;In terms of spatial distribution: the quality of agricultural development is divided into three levels of "high,medium and low",basically showing the distribution pattern of "Eastern > Central > western".There is a certain spatial agglomeration effect among the provinces,forming the "H-H" cluster area in the eastern coastal area represented by Jiangsu,the western region represented by Tibet and Xinjiang in the "L-L" cluster area,the agglomeration effect in the central region is not obvious.During the study period,the coordination level of agricultural high-quality development system showed an upward trend,but the polarization was serious;The economic system is rising rapidly,the technology,openness,and sharing systems are significantly differentiated,internal differences are large,and internal differences in the environmental system are reduced;Static coupling The degree of coordination shows a fluctuating upward trend,with obvious differences in the development of the eastern,central and western regions;dynamic coupling is better than static;From 2008 to 2019,the center of gravity of the coupling coordination moves to the southeast,with a spatial distribution of "East > middle > West".(3)From the analysis of influencing factors,among the internal influencing factors,agricultural scientific and technological innovation,agricultural infrastructure,access to agricultural resources,government support,international trade and agricultural industrial structure play a positive role in promoting the high-quality development of agriculture.The analysis results of obstacle degree model are consistent with this.At the same time,it is considered that agricultural credit insurance is also an important factor affecting the improvement of the high-quality development level of agriculture.Among the external factors,there is spatial spillover effect in the high-quality development level of agriculture,the direct effect of economic factors and natural factors is significantly positive,and the direct effect and indirect effect of social factors are negative.The effects of various factors are different in the eastern,central and western regions.
