Study On The City Evaluation On Comprehensive Benefits Of Land Consolidation

With the development of the city, gathered a large number of population in our country and the needs of the urban land also continues to grow. Experts say by the year2014, our country’s urbanization level is more than54%, but far below the world’s average, it is a long way of urbanization in our country. Urban development is bound to take up a lot of land, in the city there is the problem of shortage of land for their own and making the increasingly sharp contradiction between urban land and cultivated land protection, therefore, urban land consolidation is used to improve the level of intensive utilization of urban land and the utilization level of scale.While, the scarcity of land resources limit the area of the city expansion, urban land are in limited supply. So we must be reasonable organization of urban land use by raising the level of urban land use intensification, make urban land use of social benefit, economic benefit and environmental benefit unification. Therefore, we must research the problem of urban land consolidation, so as to guide urban land consolidation practic.In this paper, from the perspective of intensive utilization of land, draw lessons from the foreign scholars on the research of the urban land consolidation, on the basis of integration of domestic scholars on the agricultural land consolidation and urban land consolidation. Choosing Wuhan Hongshan District "village in city" transformation as the case, collect data form2008-2012, constructs the comprehensive benefit evaluation system of urban land consolidation, calculates the contrast of comprehensive benefit before and after the transformation of "village in city":Hongshan District comprehensive benefit of land use in2012was135.6%higher than in2008, to achieve absolute growth. Economic benefit growth accounted for the largest which contributed to land comprehensive benefit reached195.10%, social benefit growth rate of60.03%, the least is the environmental benefit, the growth rate of14.60%.On the comprehensive analysis of Wuhan Hongshan District "village in city" transformation of urban land consolidation practice, the following suggestions are drawn:(1) To strengthen the legal system of urban land consolidation and provide legal guarantees for the urban land consolidation;(2) To develop scientific urban land consolidation planning, provide direction for urban land consolidation;(3) To protection of urban ecological environment, to avoid the destruction of the urban land consolidation;(4) To strengthen the application of high technology in urban land consolidation;(5) To control the urban construction to use, practically protects the farming;(6) To broaden the channels of collecting capital;(7) To establishment of evaluation index system.
