Research On The Impact Of Comprehensive Land Consolidation On Rural Amenity

According to the theory of rural amenity,after the countryside enters the stage of "post-productionism",the production function carried by the countryside gradually weakens.The consumption functions carried by the countryside such as aesthetics,recreation and leisure begin to appear and gradually strengthen.At present,China’s rural areas are entering or part of the "post-productionism" development stage,amenity is becoming an important factor affecting the economic development of China’s rural areas.Comprehensive land consolidation is an important way to improve rural amenity,but the research on the impact of comprehensive land consolidation on rural amenity is not deep enough.This paper takes some villages in Wuhan metropolitan area as an example to study the impact of comprehensive land consolidation on rural amenity,in order to provide reference research for comprehensively promoting rural revitalization and regional coordinated development.On the basis of defining basic concepts and theories,this paper theoretically reveals the influence mechanism of comprehensive land consolidation on rural amenity,and the evaluation index system of rural amenity.Then this paper uses the field survey data of some villages in Wuhan metropolitan area to calculate the rural amenity index from the perspective of villagers and tourists,and the comparative analysis is carried out.The influence of comprehensive land consolidation on rural amenity is tested empirically by using DID method,and suggestions on how to improve rural amenity through comprehensive land consolidation are put forward.The main conclusions are as follows:(1)Rural amenity is a comprehensive concept involving villagers and tourists.Rural amenity Rural amenity is based on high-quality rural natural resources and environment as the core and rural life as the foundation.It can not only meet urban tourists’ yearning for the countryside,but also improve the quality of life of local villagers.It includes natural amenity,production amenity,life amenity,cultural amenity and social amenity.(2)The theoretical analysis results show that comprehensive land consolidation has an impact on rural amenity.But there are differences in the ways of comprehensive land consolidation affecting various types of amenity.Comprehensive land consolidation has an impact on natural amenity and production amenity mainly through agricultural land consolidation,construction land consolidation,ecological protection and restoration,and historical and cultural protection.It has an impact on life amenity mainly through construction land consolidation and ecological protection and restoration.It has an impact on cultural amenity mainly through construction land consolidation and historical and cultural protection.The social amenity is influenced mainly by agricultural land consolidation.(3)The empirical results show that comprehensive land consolidation can significantly improve rural amenity,but its action path is different.By improving natural amenity,production amenity,life amenity and social amenity,agricultural land consolidation can improve the overall amenity.By improving natural amenity,production amenity,living amenity and cultural amenity,the construction land consolidation can improve the overall amenity.Ecological protection and restoration have no obvious effect on rural amenity.Historical and cultural protection has a significant positive impact on cultural and social amenityt index,a significant negative impact on production amenity index,and a significant positive impact on the overall rural amenity index.(4)The empirical results show that the effects of comprehensive land consolidation on various types of amenity are heterogeneous among rural types.In terms of the improvement effect of comprehensive land consolidation on various sub-indexes of different rural areas,the estimated value of DID of the improvement of natural amenity index of suburban rural areas was positive compared with that of remote rural areas,and was significant at 1% level.This shows that the improvement effect of comprehensive land consolidation on natural amenity is: suburban countryside > outlying countryside.Compared with the improvement of the production amenity index and social amenity index of the suburban countryside,the estimated value of DID was negative,and was significant at the level of 10% and 1%.This shows that the improvement effect of comprehensive land consolidation on production amenity and social amenity is: suburban countryside < outlying countryside.(5)The empirical results show that the influence of comprehensive land consolidation on rural amenity has heterogeneity of interest subjects.After comprehensive land consolidation,the total rural amenity index from villager’s perspective is significantly higher than that from tourist’s perspective.For different types of villages,the total rural amenity index from the perspective of villagers is significantly higher than that from the perspective of tourists.In terms of each sub-index,the natural amenity index,production amenity index,living amenity index and cultural amenity index from the perspective of villagers in suburban and remote villages are all greater than those from the perspective of tourists.The social amenity index of villager perspective is smaller than that of tourist perspective.Based on the above conclusions,this paper puts forward the following policy recommendations: first,carry out comprehensive land consolidation with all factors;Second,implement comprehensive land consolidation in the whole region;Third,implement comprehensive land consolidation according to local conditions;Fourth,comprehensive land consolidation should take into account the demands of villagers and tourists.
