| Farmland is the root of people’s livelihood and the basis of agriculture,and is not only the most important means of production in agricultural production,but also the material capital on which farmers rely for survival and development.From the idea of "separation of two rights" of agricultural land to the implementation of the policy of "separation of three rights",the state has opened up a road of rural land system reform with unique Chinese characteristics according to the actual situation,which has provided strong support for the rapid development of the three rural areas.The reform of "separation of three rights" of agricultural land empowers the ownership,contracting and management rights of agricultural land separately,treats the management right of agricultural land as an independent right,and releases the economic value of agricultural land through the full flow of the management right of agricultural land,which not only injects strong vitality into the innovation of agricultural land transfer practice,but also provides new ideas to deal with the dilemma of agricultural development.Entering a new development stage where a moderately prosperous society has been built,promoting the comprehensive development of rural revitalization strategy and realizing the development of agricultural and rural modernization have become the top priorities of the three agricultural work,both of which have more urgent requirements for the development of agricultural industrialization.The right of agricultural land management into shares,based on the integration of fragmented agricultural land,enables it to be concentrated in new agricultural management subjects through market mechanisms,promotes the dynamic optimization of the allocation of agricultural resources such as labor,capital and technology,and realizes the spatial scale effect of agricultural land;moderate scale operation not only effectively saves the transaction cost of agricultural socialization services,thus improving the income level of agricultural production operators,but also rapidly It can also rapidly promote the development of agricultural industrialization.It can be seen that the shareholding of agricultural land management rights can not only optimize the income structure of farmers and safeguard their personal interests,but also has great significance for the establishment of modern agricultural management system and the implementation of rural revitalization development strategy.Therefore,it is imperative to promote the development of farmland management rights to shares.In this study,we firstly explain the concept of farmland management right in the context of the reform of "three rights of farmland",combine the theory of institutional change,the theory of farmland property rights,and the theory of social cognition and behavior of farming households to select Bayannur city in Inner Mongolia as the research area,and set indicators from four aspects: personal characteristics of farming households,characteristics of household production and operation,cognitive characteristics,and characteristics of external environment.We set indicators from four aspects: personal characteristics,household production and operation characteristics,cognitive characteristics and external environment characteristics,and constructed a logistic binary regression model.The data were processed by SPSS software and Excel table to understand and analyze the willingness of farmers to participate in farmland management rights and its influencing factors,based on which relevant conclusions were drawn and corresponding countermeasures were proposed.The main findings of this paper include: In terms of internal conditions,farmers’ education level and the area of arable land owned by the family affect farmers’ willingness to participate in farmland management shareholding to a certain extent;in general,the overall characteristics of farmers’ personal and family production and operation have a low degree of influence on farmers’ willingness to participate in farmland management shareholding.In terms of external environment,Bayannur city has a good policy base,practice base and public base for agricultural land transfer,which is conducive to the development of agricultural land management rights into shares;among the external environment factors,the degree of improvement of relevant policies and the attitude of village government have significant influence on farmers’ participation in agricultural land management rights into shares.At the level of subjective consciousness,farmers’ cognitive characteristics have a greater influence on their willingness to participate in farmland management rights,and farmers’ emotional dependence on farmland and whether farmland management rights can yield substantial income are closely related to farmers’willingness to participate.Based on the above research findings,the corresponding countermeasure suggestions put forward in this paper include Strengthening the construction of agricultural talent team and attaching importance to the role of talent support for agricultural economic development;Understanding the cognitive structure of farmers and improving their cognitive level in multiple channels and ways;attaching importance to farmers’ emotional dependence on farmland and categorizing and applying policies for different generations of farmers;Strengthening the degree of publicity of the government’s farmland management rights into shares;following the"Establishing a perfect risk identification mechanism and improving the efficiency of government propaganda by adopting the method of "layers of penetration" in accordance with the mechanism of "government-led,villagers’ association and diversified participation".Establish a perfect risk identification mechanism,distinguish various risks of different subjects at different stages according to "participating subjects" and "shareholding process",and reasonably avoid all kinds of risks in the process of shareholding of agricultural land management rights;Improve the legal system related to farmland shareholding,scientifically formulate farmland reform policies that match the existing legal system,clarify the participation of farmland management rights in shareholding subjects as,and avoid risks arising from legal issues in the process of farmland transfer Improve the operational capacity of new agricultural business subjects;increase policy support,create a good market
