Research On Financial Support For The Development Of Tea Industry In Baokang County Under Background Of Rural Revitalization

The 19 th National Congress of the Communist Party of China explicitly put forward the rural revitalization strategy,the fifth Plenary Session of the 19 th Central Committee of the Communist Party of China views solving the problems concerning agriculture,rural areas and farmers as the key task,and a series of favorable policies to comprehensively promote rural revitalization and agricultural and rural modernization are introduced.Industrial prosperity is the foundation for solving rural problems and the key to implementing the rural revitalization strategy.Xiangyang tea industry is one of the ten characteristic agricultural industry chains in Xiangyang city.Baokang County is an important area for the development of Xiangyang tea industry.Baokang tea industry is one of the main driving forces for Baokang to get rid of poverty from the deep poverty county.In the new development stage,the tea industry is an important pillar industry of Baokang County.Its development and expansion not only has the effect of increasing income and getting rich,but also has strong policy implications.In recent years,Baokang County Party committee and government attach great importance to the development of tea industry,and give policy support from the cultivation and planting,processing and production of tea and product sales,and make positive efforts to promote the modernization process of Baokang tea industry and create a good performance.However,compared with the overall requirement of "flourishing industry" and tea industry developed areas such as Fujian province,there are still some deficiencies in the development of Baokang tea industry.It is necessary to further improve policy support,improve service methods and promote the high-quality development of tea industry.Based on the background of rural revitalization strategy,our research focus on Baokang tea industry and use qualitative and quantitative research methods to survey the status quo of Baokang tea industry from the tea production and tea sales two dimensions.In addition,we combine the support policy to tea industry from government and the financial institutions,and analyze existing problems of Baokang tea industry.We conclude five main problems in the current financial support to Baokang tea industry: comparatively small financial service coverage;comparatively low financial products supply accuracy;insufficient financial support to the whole industry chain;high financing cost and short risk management.Then,based on the successful experience of tea industry development in other provinces and cities,this paper puts forward seven countermeasures and suggestions for finance to boost the development of tea industry,including differentiated design of credit products;orderly carry out of rural credit file rating;promote the construction of tea plantation ownership confirmation and mortgage financing mechanism;improve the financial insurance mechanism for tea industry;increase funding and policy support for tea industry;promote the construction of tea industry clusters and e-commerce platforms;strengthen the construction of financial culture.Therefore,the conclusions of this paper have important theoretical and practical significance for promoting the transformation and upgrading of Baokang tea industry and providing important reference for the development strategy formulation in baokang characteristic tea industry and even Xiangyang characteristic tea industry.
