Study On The Internal Audit Risk Control Of The Rural Network Transformation And Upgrading Project Of Y Power Grid

With the economic development of China,the demand for electricity is increasing rapidly.Although,the state has increased investment in power grid enterprises,the contradiction between the supply and demand in rural power grid is still prominent,as the planning of rural power grid lags that of urban power grid seriously.In recent year,the state is proposing a new round of renovation and upgrading projects in rural power grid to strengthen rural infrastructure construction and narrow the gap between urban and rural power supply services,meeting the production and living needs in poor and remote ethnic minority areas.However,there are still lots of uncertain factors in the operation process,resulting from the project characteristics,like large quantities,long project life,and strong profession.Thus,it is necessary to implement internal audit risk control on the rural electric reform project.The internal audit work is conducive to standardize the management of enterprises and improve the governance structure,which will also be beneficial to prevent property loss and increase enterprise value.After literature reviews and case analysis,the present study starts from internal audit,internal audit risk and other relevant theoretical basis and then take Y Power Grid rural network transformation and upgrading project as a case study.Firstly,the Y Power Grid Company and its organizational system are introduced,followed by the introduction of the project for improving and upgrading rural power network,The operation and management characteristics of the project are also analyzed and expounded,After analyzing the internal audit status of power grid internal audit department,purpose and content of internal audit,internal audit procedures and processes,the risk points of internal audit in the project are found.The main problems are the lack of independence,complex audit environment,audit personnel allocation and comprehensive quality to be improved,improper audit methods,audit quality to be further improved,and the week audit rectification efforts.To effectively promote the successful implementation and application of the internal audit risk control scheme in Y power grid,a scheme is designed based on the whole process construction,multi-angle construction and all-round construction of internal audit risk control.Also,the scheme is implemented from the aspect of time,abstract and subject and so on.Finally,a series of supporting measures are put forward for the risk control scheme design of the internal audit of the project,including the following steps: strengthening the construction of the audit team,enhancing the standardization of audit information,paying attention to the application and supervision of the internal audit results and so on.It is important measurement to implement the project in rural area,which will help improve the living standard and the economic properties.The study puts forward how to effectively control the internal audit risk,which will share useful reference in improving the management and successful implementation of the project.Additionally,the study can also provide useful reference for other companies to implement similar project in practice,as the study has analyzed the project systematically and comprehensively.
