| In the initial implementation stage of China’s 14 th Five-Year Plan,China has been through a huge improvement and change on social economic development level,living level,cultural level,medical and health level compared with the past.According to the data of the seventh population census in 2020,the population over 60 years old has accounted for 18.7% of the total population in China,over65 years old has accounted for 13.5% of the total population,and the aging level in rural areas is more serious than that in urban areas.The "implementation of the national strategy for actively coping with population aging" proposed in the outline of the 14 th Five-year Plan highlights the depth and height of the party Central Committee and relevant state departments’ understanding of the seriousness of the population aging situation.Coping with population aging problem with a positive attitude is much related to the well-being of people’s livelihood and the stable development of the country.In order to continuously narrow the gap between urban and rural elderly care services,after years of exploration,China’s elderly care service system has also been continuously optimized and adjusted along with the country’s aging status,comprehensive national conditions and socio-economic development levels in different periods,making the rural intelligent pension high-quality service system emerged as the times require.Based on the analysis and collation of the research results related to the rural elderly care service system in China and other countries,the current study used various research methods including a systematic review of literature,the combination of theory and empirical research,and the case analysis method,as well as multiple theories such as the new public service theory,the quasi-public goods theory and the demand hierarchy theory.Taking S County of Jiang Su Province as an example,S county is located in the middle of the northern coast of Jiangsu Province.In 2020,the population over the age of 60 had been reached236100,accounting for 25.2% of the total population,which higher than the national average of 6.5%,and indicates S country is in stage of moderate aging.the current study first conducted a survey to examine the overall aging situation of the rural population in S county and the development of smart elderly care.Subsequently,the present study conducted a questionnaire survey to assess farmers’ willingness to participate in the rural smart elderly care in S County.In the statistical analysis,13 variables were selected through the reliability analysis,logit,and probit analysis.After applying the regression models 9 explanatory variables including age,health,living situation,family relationship,family income,smart device usage,neighborhood relationship,participation in pension insurance,and the promotion of smart elderly care were statistically significantly associated with higher willingness.Self-care ability was inversely correlated with the willingness to participate.After that,The study analyses the problems in the development process,and analyses the influencing factors of the construction of smart elderly care service system in S county with the existing data.At the end,the corresponding countermeasures are put forward: strengthen the top-level design and the formulation of system standards;pay attention to propagate of intelligent elderly care;establish one multi-dimensional comprehensive supervision network;lead rural elderly groups to cross the "digital divide";strengthen the ability of independent research and development of intelligent aging related products;make the products more suitable for the elderly and more convienient for the people who serve the elderly;stimulate the vitality of rural intelligent elderly care service market;strengthen the integration of pension big data and pension business;training elderly care service-oriented talents.Hopefully,this study could further promote the development of the high-quality service system of rural intelligent elderly care in S County.In addition,the study could promote the existing experience from the S county which is relatively mature and successful to other counties.It is hope that the study could serve as a reference for the promotion of future development of the high-quality service system for intelligent elderly care in China’s rural areas. |
