Research On The Dilemma Analysis And Optimization Strategy Of Highway Overload And Overload Managemen

Since entering the 21 st century,China’s economy has developed rapidly.Remarkable achievements have been made in transportation construction,and the highway transportation market has developed rapidly.With the economic take-off,a series of problems caused by the development of highway transportation have become increasingly prominent.In order to seek higher profits,some freight practitioners take risks and carry out transportation operation through out of gauge and overload transportation,resulting in many tragedies.The number of traffic accidents caused by out of gauge and overload transportation has been increasing rapidly.In 2022,the latest key points of Qingdao’s efforts to deal with over limit and overload were issued to further strengthen the organization and leadership,and refine the work involving joint law enforcement,source supervision,strengthening the control of over limit at the entrance of expressway,the operation and management of over limit detection stations,implementing "one over and four penalties" and promoting the construction of off-site law enforcement system.Taking Qingdao as an example,this paper comprehensively combs the development process of Qingdao’s efforts to control overload in combination with the control of overload in various districts and cities,comprehensively introduces the work of Qingdao to control overload,combs the achievements,and analyzes the problems existing in the development at this stage,such as imperfect punishment mechanism,insufficient investment in scientific and technological overload control,inadequate government supervision and backward hardware facilities.At the same time,drawing on the experience and cases of dealing with overload at home and abroad and in the province,and combining with the specific situation of Qingdao,this paper deeply analyzes many factors affecting the work of dealing with overload.Combined with the actual situation,starting from the four aspects of system,technology,policy and publicity,it is proposed that we should not only refine the division of responsibilities of departments and improve the punishment mechanism,but also improve the technical level,establish a network system,optimize the business environment and standardize the vehicle manufacturing standards according to the development needs;It is also necessary to give further play to the public participation and offer suggestions,so that the government can play a regulatory role from top to bottom,from the table and inside,take the initiative in dealing with problems within the industry,the public active participation of social subjects and the coordination and cooperation of relevant departments.
