The Research Of Management To Limit Of Vehicles Overload In Guangdong Province

Overload and out-of-gauge transport is the first highway killer, and it seriously destroys road surface and bridge facilities, easily resulting in the road traffic accidents, and injuring people's lives and property, disrupting road transport order. Those lead to the distortion development of automotive industry, and damage the party and the government's image among the people. Since June 2004, under the leadership of Chinese Party Central Committee and State Council, the Ministry of Transport, Ministry of Public Security, the Central Propaganda Department and the State Council Office for Rectifying and other five ministries jointly launch the work about governing overload and out-of-gauge transport countrywide. This work has been carried out in Guangdong Province. In agreement of State Council in 2007, based on the centralization governance for three years, the leading group governing overload and out-of-gauge transport decided to use three years to build permanent mechanism for control it. By strengthening to govern overload and out-of-gauge transport, Guangdong Province has taken many effective measures such as road joint enforcement, mobility management overload vehicle inspections, highway enforcement and economic regulation. The phenomena of overload and out-of-gauge transport have been improved distinctly, the road traffic efficiency has been enhanced significantly, and transport order has been improved.However, in Guangdong Province the governance for overload and out-of-gauge transport is difficult to perform because of the lack of the strong organization and leadership mechanism, the incentive mechanism of rewards and punishment to control the overload transport, the accountability system of clear-cut job responsibility, the efficient management practices, and the limited road enforcement forces. Compared with the large transport vehicles, it is difficult to achieve a breakthrough to settle the problems about illegal overload and out-of-gauge transport, and the work is hard to carry out in-depth. The phenomena of overload and out-of-gauge transport appear again, which cause a serious threat to security of highway bridge. Consequently, It is not optimistic for governance situation.Now, the academic research in overload and out-of-gauge transport is not enough. In view of the current situation of the work to control overload and out-of-gauge transport in Guangdong Province, the problems presenting in work, and the successful management experience, the object of our work is to investigate the problems existing in governing overload and out-of-gauge transport and building permanent mechanism in Guangdong Province, and to discuss the measures to solve these problems, which will promote the work to perform and will make a breakthrough.
