Under the central heating system,China’s central heating areas still mainly adopt the method of charging fixed heating fees based on the building area,which leads to the formation of a principal-agent relationship between heating enterprises and heating residents,which may generate split incentive effects,that is,there is no benefit for residents to save energy in the actual process of heat consumption,and there is no cost to waste,which leads to insufficient energy saving motivation and wasteful behavior of energy consumption.For the first time,this paper applies the survey data collected in typical heating cities in northern China to confirm the existence of the split incentive effect of energy-saving behavior caused by the principal-agent problem under the condition of charging fixed heating fee according to building area in China’s central heating area;The typical Western European countries are used as a reference,and the binary choice probability model is used to quantitatively measure the size of this split incentive effects.The results of the study show that compared with the residents under the heat charging system measured by energy consumption,the energy waste behavior of China’s district heating residents who pay a fixed heating fee by building area is significant.Specifically,the probability for the residents in China to save energy is lower than that for the western European countries by between 32.6% and 42.1%.There exists a great potential to reduce energy consumption in China by solving the principal-agent problem.In addition,environmental attention also has a certain impact on residents’ energy-saving behavior during heat use.People who are more concerned about environmental issues are more likely to adopt energy-saving behaviors.Therefore,it is proposed to install heat meters in residential buildings in China where central heating is implemented,and change the charging system from a fixed charge based on floor area to a charging system based on actual heat consumption,At the same time,we can also publicize the energy-saving potential of different behaviors through public welfare shorts,community activities,etc.,to encourage people to establish a connection between energy use and energy conservation.So as to reduce heating energy consumption and related carbon emissions in China’s building sector.
