Central heating is an important part of urban public utilities and important urban infrastructure in northern China.Under the background that the national social and economic development has entered the new normal,the central heating industry has also entered a new transformation period.It not only has the general attribute of public utilities,but also has its own unique attribute.Compared with other public utilities industries,it has stronger systematic requirements for reform in terms of government regulation reconstruction and market mechanism introduction.Jinan is a national pilot city for clean heating,with the central heating area ranking first in Shandong Province.In the development process of nearly 40 years,the industry management system has undergone several changes,especially the three major reforms since 2017,namely,the reform of the majority of management institutions and the reform of separating government from enterprises in 2017,the reform of separating government from affairs in 2019 and the reform of heating enterprises under the leadership of the government in 2020.These reforms have had a significant impact on the industry management system and the structure of heating market,It has a profound impact on the development pattern and prospects of the heating industry.This paper takes the reform of Jinan central heating industry as the research object,focuses on the three reforms since 2017,and analyzes the impact of the reform on the industry management system and heating market.By consulting historical materials and relevant literature,this paper combs in detail that the management system of Jinan heating industry has gone through four periods:the start-up period,the integration of government and enterprises,the period of large ministry system and the separation of government and affairs.The trend of heating market structure adjustment has always been dominated by enterprise merger and resource integration.By using semi-structured interview method,public satisfaction data,12345 hotline data analysis,case study and other research methods,from the perspective of overall research,this paper analyzes the reform measures of the three important participants in heating-government,enterprises and the public,and then analyzes their effectiveness,problems and reasons.The paper holds that the reform has improved the management efficiency of the industry,optimized the heating market structure,improved public satisfaction,and the overall development of the industry is stable.However,there are still many problems.For example,in terms of industry management,due to the lack of innovation in institutional reform,inadequate functional transformation and operation management,there are still some problems,such as weak authority of competent authorities,unsmooth supervision and operation,weak management means,and uncoordinated relationship between government and enterprises;In the heating market,due to the particularity of the industry and the primary task of ensuring stable supply,there are still some problems,such as high monopoly of state-owned enterprises,high dependence on government subsidies,imperfect market competition mechanism and so on;The impact of the reform is also reflected in the public experience.There are still some difficult problems that have not been effectively solved for a long time,new contradictions caused by lagging industry regulations and unclear regulatory responsibilities.For existing problems,the paper puts forward suggestions from three aspects:Deepening the reform of industry management system,exploring and establishing an effective competitive heating marketization mechanism,and improving the quality of public services,hoping to provide valuable reference for promoting the long-term healthy and benign development of the industry.
