Research On D City Urban Road Maintenance Management Countermeasures

As an important part of municipal infrastructure,urban road’s healthy and sustainable development is closely related to residents’ life and urban development.The level of urban road maintenance management not only affects a city in the urbanization process of development speed and level,but also affects the play and improvement of the overall "soft power" and "hard power" of a city.With the rapid development of cities,the state continues to increase investment in urban infrastructure construction.The Central Urban Work Conference proposed to adhere the concept of people-centered development,improve the sustainability and livability of urban development,focus on urban management,improve and upgrade the level of urban construction and management,and make up for the drawbacks in the field of municipal facilities.New projects of urban infrastructure such as urban road can make up for the shortcomings of public utilities,promote urbanization and economic growth,at the same time reveal rulers policy performance,which makes the prophase projects and construction implementation stages of the project pay much attention to the managers of the city,but easy to ignore the maintenance management of facilities in operation stage.The maintenance and management level of urban roads has fallen behind the development of urban construction,and it is difficult to meet the needs of citizens for a better life.The management and service level needs to be improved urgently.City D urban road management department actively align with the city’s "Two priority areas" construction and comprehensive revitalization of the era,guided by the demands of people’s livelihood,scientific management maintenance construction,strengthen facilities maintenance and management,to ensure the smooth operation of roads.The urban road maintenance management work in City D has been progressing continuously in the reform,through the "separation of management and maintenance","separation of government and enterprise","reform of government and public institutions" and other rounds of reform wave,and has gradually formed a relatively complete road maintenance management system in the central urban area.However,under the background of "emphasizing construction over management" and "emphasizing construction over maintenance",it is an important issue in urban construction and development to deal with the problems such as the maintenance of urban road facilities continue to increase,the scope of maintenance management funds shortage,maintenance and management personnel shortage and other issues.This article takes the current situation of urban road maintenance management in City D as the research object,and makes an in-depth analysis of the current working mode and system of road maintenance management in City D.By analyzing the main problems and causes of road maintenance management in city D,we propose specific suggestions to improve the urban road maintenance management in City D.Combing the theories and policies related to the road maintenance management,relying on the city roads public product attributes,combining advanced management mode and experience of cities at home and abroad,conducting interviews and questionnaire survey,etc.,we discuss the problems of unclear boundaries of urban road maintenance management responsibilities,less maintenance fund input,low level of digitalization and refinement management in city D,and try to explore countermeasures to improve the level of urban road maintenance management in City D.Specific suggestions were put forward,such as clarifying the boundary of management authority,establishing collaborative cooperation mechanism,innovating the maintenance management mode,broadening the public participation channels,strengthening the information platform construction,and improving the financial investment guarantee mechanism.Through these studies,we hoped to provide some thoughts for the urban road maintenance and management work in City D,and also provide referenceable suggestions for the urban road maintenance and management in China.
