Municipal infrastructure maintenance refers to the supervision,management and maintenance of various municipal infrastructures such as urban roads,drainage,and landscaping.For a long time,the maintenance of municipal infrastructure under the planned economic system has been monopolized by the government.With the development of the market economy,this model is becoming increasingly unsuitable for the needs of fine urban management.In 2005,Zhenjiang City started to promote the marketization of municipal infrastructure management and maintenance.It first introduced landscape gardening facilities and sanitation and cleaning facilities to the market,and entrusted the maintenance of municipal infrastructure to maintenance enterprises through market-based bidding,and obtained relatively mature experience.The marketization of municipal infrastructure such as roads,drainage,and street lights is gradually being promoted,but there are also certain problems in the process of marketization.This article uses the public choice theory,new public management theory,principal-agent theory,transaction cost theory and other related public management theories,combined with the literature research method,questionnaire survey method and inductive analysis method,to manage the Zhenjiang municipal infrastructure market Carry out research,collect basic data on municipal infrastructure management and maintenance,fully understand the current status of the marketization scope of Zhenjiang municipal infrastructure maintenance,the current market operation mechanism,and the current market management system,formulate and distribute Zhenjiang municipal infrastructure management Questionnaire on maintenance satisfaction,interviewing relevant subjects to understand citizens' satisfaction evaluation of Zhenjiang's municipal infrastructure management and maintenance level,combining the status quo,satisfaction evaluation and interview results to find out the existence of Zhenjiang's municipal infrastructure management and maintenance marketization The scope of marketization is limited,the marketization operation mechanism is imperfect,and the marketization management system is not perfect.In-depth discussion of these issues and analysis of the reasons are based on the management of municipal infrastructure in the United States,Canada,and domestic advanced cities such as Shanghai,Hangzhou,and Wuxi.Based on the advanced experience of marketization,the countermeasures for the marketization of Zhenjiang's municipal infrastructure management are proposed.One is to expand the scope of marketization;the other is to improve the market-oriented operating mechanism;the third is to improve the market-based management system and further improve the municipal foundation of Zhenjiang Market-based facility management and maintenance to improve the level of Zhenjiang municipal infrastructure management and maintenance.
