The management and maintenance of municipal facilities refers to managing and maintaining the infrastructures such as municipal roads,bridges,street lamps,drainage,etc.,which pertains to the post-management of municipal facilities after construction projects.The marketization reform of municipal management and maintenance is to rationally divide the relationship between government and market,and to expand the admittance mechanism and to introduce competition mechanism in public services,so as to maximize the savings of social resources and improve the efficiency of public institution service.However,due to the influence of the government's operation mode-"omnipotent,all-inclusive,and do-everything"-under the planned economic system,the government monopolizes the situation of "dominating the whole world",which seriously restricted the improvement of managing municipal facilities.Therefore,it is an inexorable trend to attract a large number of social and private capital into municipal public utilities,and to promote the marketization of municipal management so as to transform the government functions and reform the administrative management mode.Based on the theories related to enterprise management,public management and principal-agent,this thesis studies the marketization transformation of the municipal management and maintenance department of city Z,mainly consisting of the following six chapters.Chapter one is the introduction including the research background,research significance,research ideas and methods,and so on.Chapter two involves the definition of related concepts and theoretical basis.Through theoretical induction and deduction,the relevant concepts of municipal management and maintenance and its marketization are defined.Meanwhile,public goods theory,public choice theory,and principal agent theory are reviewed to lay down the theoretical foundation for this thesis.Chapter three analyzes the marketization transformation background of municipal management and maintenance department of city Z.Through the field investigation,the general conditions of the municipal management and maintenance in city Z are discovered,the necessity and feasibility of its marketization reform are analyzed,and the foundations for the marketization reform of municipal management and maintenance of city Z are arrived at.Chapter four is to design themarketization transformation mode of municipal management and maintenance department of city Z.With the case study method,the history of the marketization transformation of the municipal management and maintenance department in city Z is reviewed,and the marketization transformation mode of the municipal management and maintenance department in city Z is designed.Chapter five puts forward the supporting measures of the marketization transformation of the municipal management and maintenance department of city Z mainly from the four aspects of organizational guarantee,institutional guarantee,mechanism guarantee,and resource guarantee.Chapter six deals with the conclusive remarks and implications.This research is mainly concluded as follows: firstly,from both the macro and micro perspective,the marketization transformation of municipal management and maintenance is an inevitable trend,and the great efforts must be made to further promote it;secondly,the market-oriented transformation model of municipal management and maintenance department of city Z,should take "the group transformation model of stripping reform",which based on management and maintenance separated;thirdly,the marketization transformation of municipal management and maintenance department of city Z is a systematic project,so that it is necessary to ensure the good supporting in organization,system,mechanism,resources,and so on.
