| In recent years,the national income has boosted significantly and urbanization has produced a marked effect in China.Under such circumstance,the labor market introduces a variety of forms of employment,which becomes more and more obvious,especially the large expansion of the scale of new forms of employment.Also,China attaches great importance to the pension problems of employees in the new industry,and these problems have been included in China’s basic pension insurance system.However,from the perspective of reality,the overall situation is not optimistic,still having many difficulties in controlling pension risks.Currently,the mechanism and system of pension system of new business practitioners are still not perfect.Specifically,the key protection including old-age security and occupational injury need to be strengthened and the benefit security of such personnel also need to be improved,which requires the government departments to build a more perfect system of basic pension insurance for new business practitioners by using their macro-control and guidance.Therefore,it has much significance to study the issue of choosing to participate in basic pension insurance for new business practitioners,theoretically and practically.In the paper,the researchers focus on the problems and solutions of improving the participation of new industry practitioners in basic pension insurance in Deyang City.After reading a large amount of references domestically and overseas,they selected some new business practitioners in commercial centers and food courts in Deyang City randomly where there are many new business practitioners to conduct a survey.Through questionnaires and interviews,researchers try to find out the basic personal information of new industry employees,their knowledge of pension insurance policies,their satisfaction,whether they are insured or not,and the reasons for not being insured.Through investigating,researchers found that,under the current pension insurance policy of Deyang City,new business practitioners have difficulties in participating in the basic pension insurance.The main aspects are still low participation rate,lack of platform protection,insufficient contribution capacity and difficulties in transferring pension insurance relations,etc.There are mainly three aspects that researchers analyze: the inadaptability of the pension insurance,insufficient service capacity of social security agencies,limited rationality of individual participation decisions and flexible forms of employmen.Furthermore,the researcher draws on the experience of other cities in China with more reasonable pension insurance policies,and proposes recommendations to improve the pension insurance policy for new industry practitioners in Deyang City——improve the current pension insurance system;explore a more flexible contribution system;improve the service capacity of the administration;improve the pension insurance system with multiple levels.The researchers hope that the research could provide reference for the government in formulating relevant policies,promote the high-quality development of social insurance in Deyang city,encourage new business practitioners to participate in basic pension insurance and maintain the healthy development of the new business in Deyang City. |
