| Under the leadership of the Communist Party of China,after a century of struggle against poverty,we have completely eliminated absolute poverty,achieved the goal of building a moderately prosperous society in all respects on time,and successfully entered the post-poverty alleviation era.However,a fact which can be found easily tells us that there will be a certain degradation phenomenon from the former period of poverty alleviation to the next period.Thus,it’s hard to refuse that a large-scale degradation might occur in future.In order to prevent the reoccurrence of absolute poverty and consolidate the achievements of the battle against poverty,it is necessary to study the relationship between viability and the stability of poverty alleviation.We assume that viability is a significant factor of the stability of poverty alleviation,and improving viability is the most reliable way to protecting people from turning back to poverty.To test this hypothesis,we divided family samples selected from the CHNS data base(1991 to 2015)into four types and analysed the change of viability from type to type during three periods.At the end of the analysis,we can draw a conclusion that strengthening individual’s viability can enhance the stability of poverty alleviation.According to this conclusion and the definition of viability,we put forward the concept of real poverty alleviation and the standard to distinguish whether a poverty alleviation measure is stable or not.Based on the practice advancing poverty reduction in China,we examine seven major measures by the standard set before.Finally,we find out that five of them could increase viability,which means using those methods can help individuals achieve real poverty alleviation.Therefore,we should build a system to prevent rural people from falling back into poverty,which can be combined by six parts,including setting up the mechanism for blocking poverty return,developing industries,increasing employment,promoting education,caring health,protecting ecological environment.We hope that our suggestions could make a little effort to consolidate the achievements of poverty alleviation and push forward all-round rural vitalization.What’s more,deepening and expanding the concept of viability,focusing on the relationship between viability and poverty alleviation stability,providing empirical evidence for this relationship,and enriching the comparative analysis of poverty alleviation stability of existing poverty alleviation methods might be our innovations. |
