Since the Poverty Alleviation Policy was introduced in 2013,the full implementation and implementation of the policy has been carried out for nearly five years.In the five years since the implementation of the Poverty Alleviation Policy,good results have been achieved.The implementation of an accurate poverty alleviation policy is not only helpful in solving the people's livelihood issue,but also an effective and effective way to fully build a well-to-do society and realize the great goal of common prosperity.It has strong theoretical and practical significance.Precise poverty alleviation refers to the identification of specific poverty population through scientific identification mechanisms and the causes of individual analysis.The purpose is to provide targeted poverty alleviation measures to help the poor and help the poor.The Poverty Alleviation Policy has been implemented in an orderly manner throughout the country,with many achievements and many problems encountered.Therefore,based on the existing research results,this article is based on the theory of drip,inclusive and cooperative,and human capital theory for accurate poverty alleviation policy.Problems arise in practice for further study.This article uses the literature analysis method to sort out the logic of accurate poverty alleviation policy generation.At the same time,taking Shangcai County of Henan Province as a case study,it thoroughly understands the specific policies and measures for precision poverty alleviation in Shangcai County of Henan Province,which mainly includes multidimensional poverty surveys for accurate identification and for different purposes.The causes of poverty were classified assistance,multi-subject cooperative assistance,poverty targets,dynamic management of funds,and continuous and accurate assessment;the survey found that many difficulties encountered in the implementation of precision poverty alleviation policies included the identification of poverty alleviation by poor households.Technical difficulties;insufficient investment in accurate poverty alleviation funds and inefficient use;rural labor migration to the difficulties brought about by precision poverty alleviation;institutional flaws in the poverty alleviation policy itself make it difficult to implement a precision poverty alleviation mechanism;The endogenous impotence of the object and other practical difficulties.In light of these difficulties,this paper analyzes the causes of the precise identification method,the urban and rural “binary” structure,the inadequacies of the poverty alleviation team,and the institutional deficiencies of the poverty alleviation policy itself.Finally,the article proposes the identification,supervision and assessment of precision poverty alleviation.Institutional,resourceintegration,poverty alleviation,and spiritual poverty alleviation policies are optimized.Farmers' participation is strengthened.Poverty alleviation efforts in various industries and in society are promoted.Accuracy of accurate identification is improved idea.
