Study On Suitability Evaluation Of Rural Industrial Land In Jiangyou City From The Perspective Of Industrial Revitalization

If the nation wants to revive,the countryside will revitalize.The implementation of the rural revitalization strategy is a major policy decision made by the party’s Nineteenth Congress.Rural revitalization includes the revitalization of rural industry,talent,culture,ecology and organization,and industrial revitalization is an important foundation for rural revitalization.General Secretary Xi has stressed in his inspections many times that it is necessary to accelerate the development of rural industries,conform to the law of industrial development,base on local characteristic resources,and promote the development and growth of rural industries.In recent years,the homogeneity,disorder,short-sightedness of rural industrial development and the mismatch of industrial land have become increasingly prominent,becoming an important obstacle to industrial revitalization.The existence of these problems is inseparable from the long-standing problems of industrial planning and land use planning in China’s rural planning practice,which are separated from each other and lack of effective connection.Even if the current national land spatial planning with the function of "multi-planning" is implemented by the state to solve the problems of overlapping and overlapping various plans,contradictions and conflicts,it only divides the yinong district and the yijian district through "double evaluation",and does not use the special industrial land suitability evaluation as the guide to lay out the rural industry.At the same time,the current rural industrial planning is mostly oriented to economic benefits,and the land resource endowment and industrial landing problems are often insufficiently considered,which to a certain extent caused the mismatch between rural industries and land resources.Therefore,the key to solve the above problems lies in the realization of effective connection between rural industry and land resource endowment,scientific planning of rural industry and rational allocation of industrial land based on rural land resource endowment.The suitability evaluation of rural industrial land is an economic research method to measure whether the development of rural industry matches the endowment of land resources.Scientific and reasonable suitability evaluation of rural industrial land is helpful to solve the above problems.In this paper,Jiangyou City,Sichuan Province,is selected as the research area,with townships as the basic evaluation unit,and on the basis of fully considering the requirements of industrial structure optimization and industrial integration development in industrial revitalization,the suitability evaluation of rural industrial land is carried out by the method of first classification evaluation and then cluster analysis,and finally the 39 townships in Jiangyou City are divided into 6 industrial development types,and the corresponding industrial land countermeasures are proposed according to the evaluation results.The main contents and conclusions of this article are as follows:Firstly,the suitability grade of the three rural industrial land in Jiangyou City is evaluated by classification evaluation method.The core of classification evaluation lies in constructing evaluation index system and selecting evaluation method.The evaluation index system in this paper is based on the literature index frequency statistics method.Through the statistical analysis of the relevant index system in the existing literature and policy documents,all indexes are classified into three aspects:natural conditions,economy,society and ecological environment for frequency statistics.At the same time,in accordance with the relevant requirements of industrial revitalization,combined with the availability of data,local actual conditions and other factors,the three major rural industrial land suitability evaluation index system of agriculture,industry and business tourism service industry is constructed.The evaluation method adopts the multi factor comprehensive evaluation model,determines the index weight through the principal component analysis method,and calculates the final score and suitability grade of each evaluation unit.Secondly,using Ward cluster analysis method,39 townships are divided into 6types of industrial development areas.Based on the suitability evaluation scores of three types of industrial land,this paper selects ward clustering algorithm and comparative advantage analysis to divide the research area into six industrial development types: three-industry integration type,agriculture-industry type,agriculture-business tourism type,industry-business tourism type,industrial type and ecological conservation type.Among them,the number of townships with integrated three industries is the largest,with a total of 18 townships,which are concentrated near the downtown area of Jiangyou.Agricultural-industrial townships include 9townships in the southwest and central regions of Jiangyou.There are 5 townships of the agricultural-commercial type,scattered in the southeast and central parts of Jiangyou.In the north,Yanmen is the only industrial-commercial township.Industrial townships are concentrated in the north-central part of Jiangyou.The four townships in the north have a low suitable grade of industrial land and can be used as ecological conservation townships.Thirdly,Based on the evaluation results,the countermeasures and suggestions for rational allocation of rural industrial land in Jiangyou are put forward from the perspective of industrial revitalization.It mainly includes the overall arrangement of rural industrial land space in the land spatial planning,formulation of differentiated land use scheme according to the type of industrial development,and promotion of the overall improvement of rural industrial land efficiency.
