Research On The Path To Promote The Comprehensive Competitiveness Of Hebei Port

The port is the assembly point and hub of land and water transportation,and is the distribution center of import and export materials,and its development level determines to a certain extent the trade links between countries and the economic development of the region.With the development of economic globalization,the competition among the world ports has become more and more intense.In the current new development pattern,ports bear the heavy responsibility of the times for higher level of opening up and higher quality economic development of the city,and the comprehensive competitiveness of ports has become an important part of the core competitiveness of a region.Hebei port occupies the dominant position of coal terminal around Bohai Sea and is an important coal launching port in China.In the context of energy revolution and regional economic restructuring,Hebei port is facing numerous challenges.Through the evaluation of the comprehensive competitiveness of Hebei port,the strengths and weaknesses of the port in the competition are clarified in order to better promote the economic development of Hebei.This thesis combines the development requirements of General Secretary Xi Jinping to build a world-class port with the development goal of building a strong port province in Hebei to carry out the following three aspects of research.Firstly,based on Porter’s diamond theory,this thesis analyzes the comprehensive competitiveness of port from six aspects: production factors,demand conditions,related and supporting industries,corporate strategies and peer competition,opportunities and government.Using literature induction method,and then the indicator system is screened according to the data observability and information substitutability-based indicator screening methods,finally forming a comprehensive competitiveness of port as the first-level indicators,port operation capacity,consolidation and distribution system,enterprise financial status,port-industry-city synergy,intelligent green and human resources as the second-level indicators,including port throughput,the number of port-side industries,etc.The comprehensive evaluation system includes 22 three-level indicators.Secondly,a comprehensive evaluation framework integrating history and reality is built to evaluate the performance level and practical progress of the comprehensive competitiveness of port.In the evaluation process of Hebei’s port competitiveness,based on the availability of data,nine ports in China’s coastal provinces and cities were selected as reference objects.Evidence-based reasoning method is applied to evaluate the performance level of port competitiveness,and the progress of competitiveness of each port from 2016 to 2020 is evaluated by calculating the progress index.The results show that the comprehensive competitive performance of Hebei port ranks fifth and the progress ranks fourth,and the comprehensive strength of the port is stronger and progresses faster.Thirdly,based on the evaluation results of the comprehensive competitiveness of ports,the path of improving the comprehensive competitiveness of Hebei port is explored from two aspects of strengthening planning leadership and strengthening goal orientation.Then,the key indicators that restrict the development of comprehensive competitiveness of Hebei port are container throughput,port accessibility,business income,total import and export,employment contribution,the number of port-side industries,and the proportion of professional and technical personnel,etc.,and the corresponding development suggestions are also proposed.Finally,the development path proposes strategies for Hebei ports to actively expand container business,improve port collection and distribution system,improve enterprise operation management system,strengthen port-industry-city interaction,strengthen intelligent green development and optimize human resources.Through the study of this thesis,it is found that there are still gaps between Hebei port and Shanghai port and Shandong port in terms of container throughput,port accessibility,energy consumption per unit of throughput and the number of port-side industries,etc.Thus,the general idea and specific objectives of Hebei port development are clarified.The comprehensive competitiveness evaluation system of the port constructed in this study can provide reference significance for the first-class port construction ideas of other ports.
