This paper takes the evolution and development of government policy tools for governance of public social issues as the logical starting point,takes the quantification and governance efficiency of China’s food safety risk governance policy tools as the main line,establishes a classification conceptual model of government policy tools for governance of food safety risks based on China’s situation,and adopts the research methods of text mining and tool quantification,Taking 605 policy texts issued by the Chinese government to control food safety risks from 1985 to 2019 as the research object,this paper quantitatively analyzes the overall number,type structure,specific composition and evolution track of policy tools,selects the time series data of China’s total food safety risk from 2006 to 2019,and comprehensively evaluates the governance efficiency of the Chinese government’s policy tools to control food safety risks by constructing gra-var model.First of all,the quantitative research on policy tools shows that the number of mandatory,guiding and voluntary tools for managing food safety risks issued by the Chinese government from 1985 to 2019 is 1193,459 and 95 respectively,which is very similar to the evolution of western countries,that is,they have experienced a gradual combination of mandatory,guiding and voluntary tools from the initial implementation of mandatory tools,Finally,the development process of the combination of three types of tools reflects the changing track of the relationship between the government,the market and society in the historical process of reform and opening up.However,due to the different economic and social system and development level,China’s food safety risk has its own phased characteristics,which is different from western countries in the number,type and timing of policy tools.Secondly,based on the gra-var model,the evaluation of the governance effectiveness of China’s food safety risk management policy tools shows that the average grey correlation degrees of mandatory,guided and voluntary tools and the total value of food safety risk are 0.807,0.779 and 0.771 respectively;Among the 9 mandatory,12 guiding and 4 voluntary policy tools,food technology standards,policy publicity and complaint reporting are the three subdivision tools with the highest grey correlation with the total value of food safety risk,ranking fourth,first and second among all 25 subdivision policy tools.Based on the research results of quantitative policy tools and governance effectiveness evaluation,it can be found that the Chinese government’s policy tools for managing food safety risks still overemphasize the role of the government in the process of evolution,there are serious problems such as path dependence,excessive reliance on mandatory tools,and insufficient guiding and voluntary tools,and the reform is still incomplete;At the same time,the governance efficiency of mandatory tools is remarkable,while the guiding and voluntary tools have not yet played their due governance efficiency.This provides a theoretical basis for deepening the reform of the Chinese government’s policy tool system for managing food safety risks. |
