After World War II,with the rapid development of the global economy and the continuous improvement of human life expectancy,population aging has become a problem that most countries in the world need to face.Since China’s reform and development,all aspects of society have achieved leapfrog development,people’s living standards and medical technology have been continuously improved,and the absolute number and relative proportion of China’s elderly population have been rising.Since2000,China has officially entered an aging society,becoming the first developing country to enter an aging society.Since then,the degree of aging has gradually deepened,posing many challenges to China’s current and even future development.In2019,the national level issued the national medium and long term plan for actively responding to population aging,which proposed to effectively guide the reemployment of the elderly population to cope with the deepening problem of population aging by promoting the development and utilization of elderly human resources and the structural adjustment of labor supply.This paper holds that studying the development of human resources for the elderly: from the national level,it is a desirable way to face up to the problem of aging and contribute to the smooth realization of the "Chinese dream";From a social perspective,it is also conducive to alleviating the burden of social pension,reducing the financial pressure of the state and promoting social sustainable development;From the personal level,it can not only help to increase the income source of the elderly and improve their social status,but also conducive to their physical and mental health.Therefore,under the background of population aging,this paper takes the elderly over 60 as the research object,and based on the perspective of government development,studies the characteristics,effects and current situation of elderly human resources development,analyzes the problems and reasons existing in the development of elderly human resources,and explores suggestions to promote the development of elderly human resources,so as to deal with the problem of aging,Improve the government’s measures to develop human resources for the elderly and provide feasible solutions.This paper analyzes the total amount of elderly human resources,the current situation of elderly human capital and the current situation of elderly labor participation layer by layer with the help of previous national censuses,China Labor Statistics Yearbook,China population and Employment Statistics Yearbook,the national 1%population sampling survey data,the statistical bulletin of the Ministry of human resources and social security and the network data of the National Bureau of statistics.It also analyzes the relevant policy research of the national and local government departments on the development of human resources for the elderly,as well as the main body,policies,specific practices and supporting measures of human resources development for the elderly published by the government.It is found that due to the low attention paid by the government to the development of human resources for the elderly,the lack of laws and regulations,the incomplete formulation of policies,the imperfect working mechanism of human resources development for the elderly,the insufficient supporting measures for human resources development for the elderly,and the immature Education and vocational training system for the elderly,the development and utilization rate of human resources for the elderly is low,the policies for human resources development for the elderly are fragmented The competent department of human resources development for the elderly is unclear and lack of supervision,the provision of employment assistance and medical security for the elderly is insufficient,and the development of education and vocational training for the elderly is poor.Therefore,in view of the problems and causes of the development of human resources for the elderly,this paper puts forward some suggestions on the development of human resources for the elderly based on the perspective of government development:first,improve the recognition of the whole society for the development of human resources for the elderly,the government should pay more attention to the development of human resources for the elderly,recognize the severe situation of aging,and bring the development of human resources for the elderly into the development plan;We should also carry out extensive publicity on the development of human resources for the elderly,with the help of media and other forms of publicity,so as to create a social atmosphere of "having something for the elderly";Second,improve laws,regulations and policies:formulate laws and regulations on the reemployment of the elderly to ensure that there are "laws to follow" for the reemployment of the elderly;Improve the human resources development policies for the elderly,implement them comprehensively and accurately,and strengthen the "implementation","implementation" and "refinement" of the policies;Third,improve the working mechanism of the development of the elderly: clarify the main functions of the development,and establish an organizational system led by the government and coordinated development by various departments;Establish a government and society coordinated supervision,build a government led,multi department coordinated supervision,give full play to the supervision mechanism of social auxiliary supervision,and establish an assessment and evaluation mechanism that integrates the development of human resources for the elderly into all departments;Fourth,improve the supporting measures for the development of human resources for the elderly: unblock the employment channels for the elderly,set up employment organizations and service institutions for the elderly according to the particularity of the elderly group,and make full use of online and offline recruitment platforms to ensure "fairness","fairness" and "openness";Meet the differentiated employment needs of the urban and rural elderly,formulate preferential support policies for the remote employment of the rural elderly,gradually abolish the medical insurance reimbursement system in urban and rural areas,ensure that the rural elderly work in cities and have no worries about seeing a doctor,introduce jobs suitable for the urban elderly,and improve the interest of the urban elderly in re employment;Fifth,vigorously develop the cause of education and vocational training for the elderly: improve the continuing education system for the elderly,build a lifelong education system,break through the age limit of the elderly,innovate the teaching content and form,standardize the school running mechanism,and promote the continuing education for the elderly after retirement to obtain a higher degree,which is conducive to the development and utilization of human resources for the elderly.We will strengthen vocational training for the elderly,set up special training institutions for the elderly,build a skills and knowledge training system for the elderly,and use colleges and universities to enhance the intelligence and tap the potential of the elderly. |
