Comprehensive Evaluation And Regional Comprehensive Analysis Of The Development Level Of Circular Economy In China’s Provinces

In July 2021,the national development and Reform Commission issued the "14th five year plan" for the development of circular economy.The plan said that by 2025,China will complete the full implementation of circular production mode,green design and cleaner production will be widely promoted,the comprehensive utilization capacity of resources will be significantly improved,and the resource circular industrial system will be basically established.However,there are still great differences in the development of circular economy in various regions of China.Therefore,it is worth pondering how to effectively mobilize the advantageous resources in various regions,make full use of the regional location,and improve the construction level and competitiveness of circular industry system in various regions.Firstly,this thesis combs the typical experience of the development of circular economy in foreign countries,and studies the development process of circular economy in China.According to the "3R" development principle of circular economy,taking into account the principles of scientificity,systematicness and operability,this thesis introduces four criteria layers of economic development,ecological environment,resource circulation and energy consumption to construct the development level index system of regional circular economy,Firstly,the analysis results of the Three-stage DEA model and the improved TOPSIS analysis method are compared and confirmed with the actual economic life.Finally,this thesis chooses to use the improved TOPSIS analysis method to evaluate the development level of circular economy in various provinces of China,and explore the factors affecting the development level of circular economy in various regions of China based on the obstacle model.Finally,the convergence model is used to deeply explore the difference degree of the development level of circular economy in various regions of China.The research shows that:(1)the development level of circular economy in China shows a steady upward trend year by year.(2)The development level of circular economy in Beijing,Shanghai and Guangdong Province is among the top three regions in China;The development level of circular economy in Qinghai,Ningxia and Xinjiang is poor,floating in the last three;The development level of circular economy in coastal areas is better than that in inland areas.(3)The ranking of each region and each year has basically remained stable,among which Hebei Province and Gansu Province have made great progress.(4)China’s energy consumption has improved,and the level of resource recycling still needs attention;The main obstacle to the development of circular economy in the lower ranking regions is energy consumption,and there is still room for improvement in the ecological environment level in the upper ranking regions.(5)There is convergence in the development level of China’s circular economy from 2017 to 2019,that is,the gap between regions in the development level of circular economy is gradually narrowing.Finally,this thesis suggests that the development of circular economy should pay more attention to strengthening publicity and education,perfecting laws and regulations,adjusting industrial structure and increasing capital investment in scientific and technological innovation.The research of this thesis will help to provide theoretical basis and data support for the development of circular economy.The innovation of this thesis is mainly reflected in two aspects: first,build a more scientific and reasonable circular economy development index system,eliminate redundant indicators,and increase the discharge and treatment of "three wastes" in the process of industrial production,which is a more rigorous index system.Second,after the evaluation of the development level of circular economy in various regions of the country,it further analyzes the obstacle factors affecting various regions,and deeply analyzes the differences of regional obstacle factors with different ranking,different geographical locations and different economic development levels.
