After the “The Belt and Road Initiative” was put forward in 2013,the rapid prosperity of China’s foreign economy,increasing foreign investment and rapid development of the overseas labor market have provided an excellent development period for domestic construction service subcontracting companies.However,with the comprehensive popularization of quality-oriented education,the continuous expansion of enrollment in Colleges and universities and the increasingly serious aging of the population,China’s human resources market is shrinking sharply.There has even been a serious faultage in China’s low-end human resources market,such as “Migrant Labor Shortage”.This not only leads to the dilemma of no labor to recruit faced by a large number of labor dispatch companies,but also makes the serious overseas labor market shrink seriously.In this context,the key to the development and growth of overseas construction labor subcontracting enterprises is how to seize the opportunity and recruit labor workers of appropriate quantity and quality in the shortest time.This study aims to analyze the current situation of X’s construction workers abroad and discover the problems existing in the recruitment management process in this company.In order to ensure the accuracy of this study,this research adopts the methods of literature research,interviews,and questionnaires to conduct face-to-face interviews with the general manager,leaders of the personnel department and some employees of X company.We conducted a questionnaire survey with dispatched labor workers,and analyzed and summarized the interview content and the results of the questionnaire survey.After reading a large number of references and data theories through the website of the Ministry of Commerce of China,some problems are discovered to exist in the recruitment of labor workers in X company,such as the lack of expertise in recruitment management of senior leaders,the low professional ability of the recruitment team,the failure to scientifically formulate the recruitment plan,the difficulty of recruitment,the high turnover rate of personnel specialists and labor workers,and the imperfect talent reserve system.Then countermeasures and suggestions are put forward according to the modern human resource management theory.In the final conclusion and prospect part,the research results of this paper are reviewed and the limitations and deficiencies are pointed out.To sum up,based on the existing theories of human resource management and labor dispatch,this study puts forward countermeasures and suggestions for the labor recruitment management for export of X company,and also provides enlightenment for the recruitment problems of other overseas construction labor service companies of the same type.It promotes the development of China’s overseas construction labor service enterprises.
