Research On The "Risk Classification Management And Control" Supervision Of Water Conservancy Project Safety Production In A County

According to incomplete statistics,water conservancy projects have the largest number of accidents in the water conservancy industry,and are most prone to mass deaths and injuries.At present,the investment scale of major water conservancy projects under construction in China exceeds one trillion yuan,and there is a boom in the construction of water conservancy projects in various places.The high-quality promotion of water conservancy projects requires high-level safety.The hierarchical management and control of safety production risks is an important mechanism for effectively controlling safety risks from the preventive level,cutting off the source of hidden dangers and curbing the occurrence of accidents.The 2021 Work Safety Law of the People’s Republic of China clearly establishes a system related to the hierarchical management and control of production safety risks,marking that the hierarchical management and control of production safety risks has been incorporated into government supervision.Government safety production supervision is a necessary means to improve the level of regional safety production and strengthen its own development.It is related to the stable development of society and long-term stability.It strengthens the hierarchical management and control of safety production risks of water conservancy projects,and studies and explores practical measures to strengthen supervision from the perspective of public management.It is of great significance to protect the safety of people’s lives and property.From the perspective of government supervision,this paper is based on the theory of service-oriented government,collaborative governance and risk management,and takes the water conservancy project in County A as the starting point.Through individual interviews and other methods,the problems existing in the hierarchical management and control of safety production risks are studied.This paper summarizes the current situation of the relevant administrative departments in the water conservancy project in County A implementing the hierarchical management and control of safety production risks,and finds out that the existing supervision work is progressing slowly and the supervision has not formed a joint force from four aspects: supervision concept,supervision system,supervision object and supervision method.,there are problems such as lack of supervision and poor supervision,and the root causes of the problems are the relatively backward safety management concept,the urgent need to optimize the supervision joint force system,the lack of comprehensive supervision coverage,and the need to stimulate the endogenous power of supervision.Through research,it is concluded that to improve the level of safety production risk management and control of water conservancy projects,it is necessary to strengthen the guidance of the concept of safety production supervision,optimize the joint risk management system,build a full-chain safety production risk supervision model,and strengthen policy incentives countermeasures and suggestions.Provide help to promote theoretical research on the classification of safety production risk management and control supervision.The continuous practice and innovation,exchange and research of safety production risk classification management and control supervision in water conservancy projects will ultimately further promote the reform and innovation of China safety production supervision system and mechanism,and promote the high-quality development of safety production supervision work.
