After more than 50 years of practice, water project construction, based on perfecting internal management system, has made considerable achievements. However, due to complex structure, large investment and long construction period in water construction projects, especially, some modern management methods, such as risk management, fail to obtain the attention, Budget system has become rigid, the bidding system has been black-box operation, the main responsibility of the project legal person responsibility system could not be better implemented, and these issues will be induced by various risks. This paper introduces the theory of risk management into the area of "hydraulic engineering", in order to solve the problems better in water project construction and make the supervision become a strategic, forward-looking, routine-oriented, procedure-oriented solution idea.This paper is divided into four chapters:The first chapter is introduction. This paper briefly describes the social background, research value, highlighting the current research on the risk management and hydraulic risk at home and abroad, owing to which we can propose a study to identify deficiencies of the current research and thus entry point for this study.The second chapter is mainly theoretical connotation and definition on the theory of risk management and water conservancy project risk management, and thus risk management applied to water conservancy project management on the need for analysis after introducing all theories.The third chapter is analysis of the plight and reason on water conservancy project risk management. The main reason appears plight reflected in the lack of risk management philosophy, organizational structure is not sound budget system, the rigidity of the necessary skills to resist the risk of loss and so on.The fourth chapter presents the countermeasures and proposals. There are four areas to continuously improve risk management as follows:risk awareness, organizational structure, scientific estimates, skill training.
