Under the background of deepening the reform of state-owned enterprises,implementing the three-year action of reform and innovation and "carbon neutrality and carbon peak",many state-owned energies enterprises are encountering the pressure of transformation,which also brings opportunities and challenges to the natural gas industry.Enterprises should deal with the new challenges through internal reform and improving management level to meet the brand new challenges in such a social environment.Human resource management plays an important role in modern enterprise governance.More and more enterprises realize the importance of human resource management,promoting internal management reform and upgrading by implementing flat management and optimizing human resource organizational structure.Since the Human Resources Shared Services Center has been introduced into the Chinese mainland,the system has been functioned mainly in the multinational companies,Internet companies,and conglomerates.The establishment of the HRSSC in many enterprises of subsidiary companies can bettresourcee human rources employee’s repetitive and messy workloads,which makes them have more timconcentrategy to concentra on the company’s strategy and business-related work,deeply understand the company’s business tasks and objectives,reduce the company’s human costs and enhance the efficiency of human resources.The thesis takes RQ Company as the research object.The main research ideas of this paper are as follows: to understand the development and theoretical basis of shared service mode by studying domestic and foreign literatures and relevant theories;to conduct questionnaires and surveys in the RQ company,then analyzes RQ company’s human resources organizational structure,human resources management and control,and the development of human resources management,and points out the prominent problems existing in RQ company’s current human resources management in terms of organizational structure,salary performance management,information construction,training management and so on;to put forward some reform suggestions on the construction of HRSSC based on the three "pillar" pattern.In the thesis,the research on construction of shared service center includes the establishment of its organizational structure,the institutional structure and duties of position,personnel selection,information platform construction,and business process reform.The research also gave some measures on the construction of the shared service center from four aspects – communication support,enterprise culture,personnel and job matching,and fund guarantee.At present,RQ company is facing the impact and a new stage of development brought by the reform of state-owned enterprises and the transformation of energy enterprises.The company’s managers should change their management ideas,change their management methods,adjust their management means,take the initiative and deal with the crisis.In the thesis,the establishment of the ideas and methods of human resources shared service center has theoretical significance and practical value for the current reform of RQ company needs and improve human resources management.The results can help adjust RQ company human resources organizations current situation,to reduce the company’s human resource cost,improve the efficiency of human resource management,improve the staffs sense of identity and belonging.At the same time,the research is expected to become a reference for those companies who want to improve the efficiency of human resource management by establishing human resource sharing service center in the future.
