Study On The Implementation Of Rural Road Property Insurance In Lishui City

Under the background of the CPC Central Committee’s proposal to strive to build "four good rural roads" from the height of Rural Revitalization and winning the battle against poverty,Lishui innovated the implementation of rural road property insurance,deepened the reform of rural road maintenance system and mechanism,effectively reduced the pressure of local financial funds,accelerated the speed of disaster repair of rural roads,and achieved the maintenance effect of "timely repair of damage and timely arrival of funds" of rural roads,A new situation of joint management and maintenance of the government,insurance institutions and rural areas has been formed.Based on this,this paper takes Lishui rural road property insurance as the research object to explore the sustainable development of rural roads in order to promote rural revitalization.Firstly,the paper defines the basic concepts of rural highway,disaster maintenance and rural highway property insurance,and expounds the relevant theoretical basis.Then,using public goods theory and new public management theory,through field investigation,interview,induction and deduction,this paper makes an in-depth analysis on the implementation of rural highway property insurance in Lishui,comprehensively expounds the implementation background,main practices and achievements,puts forward the problems existing in practice,and deeply analyzes the causes of the problems from the perspective of new public management theory.Through investigation and analysis,there are still some problems in the rural highway property insurance policy,such as high expectations,ignoring daily maintenance,unclear rights and responsibilities,prevarication disputes,the grass-roots maintenance system does not adapt to the current development,and the high claim rate of mountainous roads.This paper holds that rural roads,as quasi public goods,Lishui municipal government can continuously promote the benign and sustainable development of rural road property insurance by making full use of the new public management theory in the process of innovating and implementing rural road property insurance,scientifically positioning government functions,fully introducing market mechanism,deepening the reform of rural road maintenance system and mechanism,and optimizing rural road property insurance mechanism.
