Study On Maintenance Management System Of Rural Road In China

To build a new socialist countryside is a great historical task in the process of the Chinese modernization. Rural road is the typical rural public goods and public infrastructure with the attribute of public welfare. Rural road is closely related to rural economic and social development; the development of rural roads has a vital significance to the development of rural economy. "If rural road is not maintained timely, it is easy to develop into serious trouble." introduced by Mr. Dai Xianyong, the office dean of Communication & Transportation Bureau in Anyue county: it will hinder the drivers’ sight, if the grass is too high; crack, ground surface is not repaired, it will shorten the durable years of the road; drainage ditches blockage can make water upwelling, which leads to subgrade soaked and subsidence accidents. The maintenance of rural roads plays an important role in the sustainable development in rural area. In order to deal with the “issues of agriculture”; to achieve urbanization, the construction and the maintenance of rural road in villages; towns and counties must be completed first. The rural road in villages; towns and counties has a common characteristics of longer distance; lower degree; larger external benefits. To establish a scientific and effective, long-term maintenance management system; to guarantee the optimal supply of rural road; to guarantee smooth traffic of rural road with the lowest cost of maintenance and management; to keep rural road network in the use of optimal level of service and the most lasting effect, all of above measures have a long-term economic and social benefits. In order to strengthen the Chinese rural road construction in the "twelfth five-year" period and promote the ability of maintenance, we must perfect the policies and measures of the Chinese rural road development and optimize the management system of rural road maintenance.The paper includes six chapters: the first chapter is the introduction which elaborated the purpose of the study and its practical value; the second chapter is basic concept and theoretical basis about optimizing the management system of rural road maintenance; the third chapter presented the current developing state and developing period of the Chinese rural road maintenance system which the paper took the rural road of Guangdong province, Zhejiang province, Jilin province and Shandong province as examples, made some analysis, got some clues with the advanced experience of developed countries; the fourth chapter the problems existed inside the system and the reason has carried on the analysis; the fifth chapter exponent the foreign rural road maintenance system and provide helpful experience for our country; the last chapter is the reforming direction of the Chinese rural road maintenance system and put forward some strategy and countermeasure for perfecting the Chinese rural road maintenance which include enforcing the varies supervisions and management system based on the historical condition of the Chinese rural road, such as establish some mechanism of cooperation between departments, efficient market operation, engineering quality supervision management; improve the rural road maintenance management institutions; establish efficient maintenance management system and perfect the relevant laws and regulations system,creating actively a sound condition of road traffic safety in order to provide a better service for the socialist countryside.
