Rural road is an important part of the national highway, is the most important rural transport infrastructure. The national rural highway traffic mileage from the 137 million kilometers in 2003 333.56 increased to 2009, township million kilometers of prudent-more 99.4%, patency rate was 92.7%. County, township and village levels highway mileage of long, low, external big benefit, establishing scientific and effective, long-term maintenance management system, ensuring rural highway optimal supply to the lowest cost of maintenance and management of ensuring traffic free and makes highway network intact remain in optimal service level and the most lasting use effect, will have the long-term economic and social benefits.
