With the development of Internet and information and communication technology,the competition between telecom industries is extremely fierce.The core of this competition is the competition of talents.Therefore,how to select,retain,cultivate and motivate talents has become the focus of human resource management in the telecommunications industry.The effective development of human resource management largely depends on the formulation and strict implementation of reasonable performance appraisal.Performance appraisal supervises and evaluates employees’ work behavior through appraisal standards,and uses the evaluation results to motivate employees,which is more conducive to promoting employees to achieve the company’s strategic objectives.Taking the employee performance appraisal of China Mobile L County branch as the research object,this paper analyzes and summarizes the current situation of employee performance appraisal of L County branch by using the research methods of literature research,case study,questionnaire survey and interview,and obtains the problems and causes in the process of employee performance appraisal.To solve these problems,this paper introduces the Balanced Scorecard to study and analyze how to optimize the employee performance appraisal scheme of L County branch.The main research contents include: Based on the strategic map after clarifying the company’s strategic objectives,the balanced scorecard is introduced to describe the key success factors of the four dimensions of the company level;Then extract the Department indicators according to the department responsibilities,and then construct the employee’s performance evaluation indicators in combination with the post responsibilities of the employee’s Department,and use the weight factor judgment table method to determine the index weight and design the evaluation standards of the corresponding indicators.Finally,after improving the company’s performance appraisal feedback and appeal process and enriching the application of performance appraisal results,it is proposed to ensure the effective implementation of the optimization scheme from five aspects:obtaining the support of the company’s management,improving employee participation,establishing a performance appraisal team,perfecting the performance appraisal system and creating a good performance cultural atmosphere.The optimized employee performance appraisal scheme,under the function of the balanced scorecard,can more clearly establish the close relationship between the Department,individual and the company’s strategic objectives,and realize the situation of the company’s comprehensive performance responsibility management and all staff appraisal.
