The financial industry relates to the stability and support of fiscal and monetary,in the position of pillar in the development sequence of national economy industry of a country,China as the largest economy and the world's second largest developing countries,the financial market has the total thickness and potential characteristics,and in the current rapid development of the rural financial market competition.X County Rural Cooperative Bank has been actively practicing the scientific development concept and standard,make stable,rapid progress,become an independent school in the increasingly fierce competition in the domestic and the change of rural financial market competition,development has achieved certain results.But in the face of the changing situation and development environment,X County Rural cooperative banks in the pace of development and the depth and the environment of competition still exists a certain gap between the requirements and the management lags behind,put forward new requirements for the new environment,under the new situation to also have a large room for improvement of existing performance appraisal management the internal management part of the problem is more obvious and prominent,the staff performance appraisal system has some room for optimization and innovation in content design,operation process and other nodes,the performance appraisal management of the bank employee's incentive effect is not obvious.This paper strictly follow the scientific,professional,standardized and reasonable academic attitude in the course of the study,in a more comprehensive,real,information and objective analysis based on the X status of rural cooperative bank staff performance appraisal management,the integrated use of the basic theory of performance evaluation,the Balanced Scorecard theory and other scientific theories,and points out that the for employee performance evaluation in the management consciousness layer,system layer,execution layer three levels there are a series of typical problems,think the solution is through the introduction of the balanced staff performance appraisal system with the development of the practice of re constructing the scorecard,key content is to construct the evaluation index system of employee performance,balanced scorecard operation process and the Balanced Scorecard four scientific dimension optimization of employee performance evaluation system based on the implementation of.This paper use including literature method,case analysis method,analysis method,questionnaire method,and so on.Research process is rigorous,standardized,professional,scientific research results,objective,practical,has sufficient theoretical summary and practical significance to the performance appraisal management of rural bank in X county.
