At present,the emergence of trade protectionism in various countries,frequent trade frictions,deepening trade barriers,the overall international business environment is unstable,uncertainty has risen significantly,global trade is moving forward in twists and turns,although the industrial division of labor and cooperation between countries is constantly strengthening,but China is at the end of the global value chain,export technology content is low,urgently need trade upgrades,build a trade power.At the time when this person is in the middle of the mountain and the ship is in the middle,the government department proposes an innovation-driven development strategy to promote the technological upgrading and structural transformation of related industries with scientific and technological innovation,thereby improving the level of export technology,realizing the dual cycle of domestic and foreign economies,and accelerating the development of high-quality economy..Therefore,in-depth analysis of the connotation of innovation elements and comprehensive calculation are conducive to more scientific research on the impact of innovation factor aggregation on the complexity of export technology,and then provide a theoretical basis for the development of China’s high-level trade.This paper uses the data of customs and high-tech statistical yearbooks of 30 provinces and regions in China from 2010 to 2019 to use the vertical and horizontal opening-up method to aggregate and analyze the innovation elements from the five innovation elements of talent,capital,technology,system and data;and then refers to the calculation methods of Hausmann,Dai Xiang,Jinbei and Dai Zhongqiang(2014)to obtain the specific technical complexity level of 30 provinces and regions in China.Empirical tests are carried out by means of datum regression,regulatory effect regression,and robustness regression.The results show that the agglomeration of innovation elements has a positive role in promoting the complexity of export technology and has a certain lag,and the innovation-driven development strategy can enhance the promotion effect of innovation factor agglomeration on the complexity of export technology;through further analysis of interactive items,the innovation-driven development strategy mainly plays a role by influencing human,capital and data innovation elements.Therefore,we should increase the degree of agglomeration of innovation elements,more carefully promote the implementation of innovation-driven development strategies,and then drive the improvement of export technology level and complexity,and promote the construction of a trade power.
