| The Regional Comprehensive Economic Partnership Agreement(RCEP)has come into force and implemented on January 1,2022.Against the background of serious challenges to international economic and trade rules and great difficulties caused by the new crown pneumonia epidemic,the successful signing of RCEP will not only become an important platform for China to promote high-level opening up and build a new pattern of double-cycle development,but will also provide new development opportunities for Chinese enterprises to expand the space for foreign economic and trade cooperation and enhance their international competitive advantages.Free Trade Zone as China’s response to the new trends in global economic and trade development,benchmarking the new rules of international trade and economy,to improve the level of open economy,"testing ground",in the open system to explore the road is the construction of Lianyungang Free Trade Zone should assume,but also the country has given Lianyungang Free Trade Zone’s historical mission.China(Jiangsu)Free Trade Pilot Zone Lianyungang Free Trade Zone(hereinafter referred to as "Lianyungang Free Trade Zone")should seize the opportunity of RCEP,take RCEP rules as the benchmark to further expand the opening up,eliminate the trade and investment barriers with RCEP member countries,and improve its own trade and investment facilitation level,so as to strengthen the trade with RCEP member countries and promote import and export trade and its own economic development.This will strengthen the trade with RCEP member countries and promote the import and export trade and its own economic development.Therefore,it is worthwhile to measure the trade facilitation status of Lianyungang FTZ and RCEP member countries,find out the relative advantages and disadvantages according to the scores and rankings of trade facilitation indicators,and propose countermeasures for Lianyungang FTZ in accordance with the high standard rules of RCEP.Firstly,the relevant studies and theoretical foundations on trade facilitation and RCEP are analyzed.Secondly,an overview of trade facilitation construction in Lianyungang FTZ is summarized based on three aspects: construction background,construction process and achieved results.Then,the basic framework and main features of the Regional Comprehensive Economic Partnership(RCEP)are summarized.Then,the impact of RCEP on the development of trade facilitation in Lianyungang FTZ is analyzed.Furthermore,based on the selection of indicators and measurement methods of trade facilitation at home and abroad,the trade facilitation assessment system is constructed by combining the development characteristics of Lianyungang FTZ itself,and the level of trade facilitation development in Lianyungang FTZ and some member countries of RCEP is measured,and the comprehensive level of trade facilitation is assessed based on the index scores,and the relative strengths and weaknesses of Lianyungang FTZ under each level of index are found.The advantages and disadvantages of Lianyungang FTZ under each level of indicators are found.Finally,based on the results of the previous study,the policy recommendations related to trade facilitation are proposed for Lianyungang FTZ in a targeted manner. |
