| China-laos Mohan-Boten Economic Cooperation Zone is located in the southernmost part of Yunnan Province,at the junction of Mengla County of Xishuangbanna Prefecture and Namta Province of Laos.It is the second economic cooperation zone with cross-border properties established between China and neighboring countries,and the location is the only national first-class port at the junction of China and Laos.The China-Laos Bohan-Boten Economic Cooperation Zone has inherent advantages in exploring non-tariff barriers to trade between China and Laos.The China-Laos Mohan-Boten Economic Cooperation Zone has been approved for 6 years,but the construction progress is slow.It is not built according to the predetermined development path of cross-border economic cooperation zone,and the final reason is that there is no clear cross-border policy.This study analyzes the cross-border policies of personnel,goods and vehicles involved in the policies of China-Laos Mohan-Boten Economic Cooperation Zone.Through studying the problems existing in restricting personnel,goods and vehicles crossing the border,it proposes the freedom of entry and exit of Chinese and Laotian nationals by checking their identity.In terms of goods entering and leaving the zone,goods originating in China and Laos shall be exempted from tariff and import link tax,and goods produced and processed in the zone shall be exempted from tariff to Enter China or Laos;In terms of vehicle entry and exit areas,Chinese and Laotian vehicles are allowed to enter and leave the area freely with their respective national vehicle registration certificates or vehicle driving permits and other legal and valid documents.It is expected that the research results can accelerate the construction and development of China-Laos Mohan-Boten Economic cooperation Zone and provide experience for other cross-border economic cooperation zones under construction in China. |
