At the general debate of the 75 th United Nations General Assembly in 2020,China proposed for the first time to achieve the goal of "carbon peaking" in 2030 and "carbon neutrality" in 2060.,low-carbon transformation has become a major constraint on regional economic development and industrial selection.In the implementation of the high-quality development strategy of the Yellow River Basin,the bend area of the Yellow River plays a pivotal role.This area is not only an ecologically fragile area,but also an energy-rich area,and a high-energy industrial agglomeration area.Quality development requires the implementation of a low-carbon transformation strategy for economic development in the bend area of the Yellow River,and to properly handle the relationship between low-carbon transformation and industrial upgrading.This strategic transformation has a far-reaching impact on the realization of high-quality economic development in the entire Yellow River Basin.Only when the bend area of the Yellow River realizes the low-carbon transformation,will the ecological protection and high-quality development of the Yellow River Basin be realized as soon as possible.This paper studies the high-quality development of the bend area of the Yellow River,and regards it as an entry point to study the low-carbon transformation of the regional economy in traditional energy agglomeration areas and achieve high-quality economic development.On the basis of sustainable development theory,industrial agglomeration theory,new development concepts,urban agglomeration and metropolitan area related theories,this paper studies and analyzes the dynamic adjustment of industrial agglomeration in the urban area of the bend area of the Yellow River under the constraints of carbon emissions and its impact on the economy.The internal logic of the three influences of high-quality development.In terms of empirical analysis,based on the data passing the stationarity test and co-integration test,a panel autovector regression model was constructed to test the relationship between carbon emissions,industrial agglomeration and high-quality economic development in the bend area of the Yellow River.The results show that the impact of carbon emissions on high-quality economic development is relatively weak,and high-quality economic development has an inhibitory effect on carbon emissions;the agglomeration of producer services and public services has a relatively weak impact on carbon emissions,while consumer services and manufacturing Industrial agglomeration promotes carbon emissions in the early stage,and turns into a restraint effect in the later stage;the agglomeration of producer services,consumer services and public services promotes high-quality economic development to varying degrees,while manufacturing agglomeration has a positive effect on high-quality economic development.Development is inhibited.The research of this paper shows that the low-carbon transformation of resource-rich regions under the "dual-carbon" goal still has a long way to go,but the pace of transformation can still be accelerated through technological upgrading of high-capacity manufacturing industries and the development of alternative energy industries.
