Agriculture is the most basic industry for the survival and development of human society.There has been a long-standing contradiction between the overpopulation and the limited cultivated land in China.All along,some agricultural products in China have to rely on a large number of imports to solve the problem of insufficient supply.In recent years,with the intensification of the competition between China and the United States,ensuring the security of important grain supply has once again become the focus of China’s agricultural industry development strategy.The sudden outbreak of the COVID-19 epidemic in 2020 has impacted the development of the world economy,and at the same time,the issue of food security has attracted the attention of all sectors of society.With the global economic downturn caused by the epidemic,the "bright" performance of Sino-Russian agricultural cooperation in 2020 not only shows the potential that Sino-Russian agricultural cooperation is expected to become a new "engine" in economic and trade cooperation between the two countries,but also has positive significance for optimizing the development strategy of China’s agricultural industry.Agricultural cooperation with Russia has always been an important part of China’s overseas agricultural cooperation.With the continuous change of global political and economic structure and the complementary geographical location and resources between China and Russia,by the time of the outbreak of COVID-19 in 2020,the agricultural cooperation between the two countries has achieved remarkable results after long-term development.At present,the two countries have set up an agricultural cooperation policy system framework and an effective agricultural cooperation mechanism in the field of agricultural cooperation,and the scope of agricultural cooperation has been continuously expanded.At the same time,Sino-Russian agricultural cooperation has been promoted to develop in depth through multi-faceted and multi-level measures.At the same time,however,there are still some limitations in agricultural cooperation between the two countries.Although the two countries have reached a series of consensus on agricultural cooperation,the existence of policy differences is still an important factor affecting cooperation.Although Sino-Russian agriculture has established a relatively complete agricultural industrial chain cooperation mode,the unbalanced development of industrial links has restricted the deepening cooperation of agriculture between the two countries to some extent;Years of development have made the agriculture of the two countries have made remarkable progress at the policy level,but there are also cases where the cooperative projects are difficult to achieve the expected results at the implementation level.At present,the agricultural cooperation between the two countries has entered a period of deepening development.However,the absence of middle-level coordination mechanism,cognitive differences between countries,the small scale of Russian agricultural import and export,and the changes of international macro-environment caused by the Russian-Ukrainian conflict make the deepening development of SinoRussian agricultural cooperation face great challenges.From a long-term perspective,in the future,the two countries should further strengthen the construction of agricultural cooperation mechanism,accelerate the development of the whole agricultural industry chain,and constantly enhance mutual trust in agricultural cooperation between the two countries,so as to further promote the deepening development of agriculture between the two countries. |
