Research On Industry Policy Of Beidou Satellite Navigation Industry

In July 2020,the last beidou-3 satellite was successfully launched into the network,marking the formal completion of the global networking of China’s Beidou system.Satellite navigation industry is a strategic emerging high-tech industry.It has become the third fastestgrowing electronic information industry in the world after mobile communication and Internet.It is a basic and supporting industry to promote China’s implementation of national strategies such as the integration of industrialization and industrialization,intelligent manufacturing and "Internet +".Therefore,it is of great significance to promote the healthy and high-quality development of Beidou satellite navigation industry.In fact,as early as 2005,the national level has begun to pay attention to the development of Beidou industrialization.However,with the completion of the global networking of Beidou system and the improvement of infrastructure construction,the necessity and urgency of Beidou industrialization become more prominent.The national "14th five year plan" development plan in 2021 clearly proposes to "implement the major project of Beidou industrialization".In this context,it is of great theoretical and practical significance to deeply analyze the current situation and existing problems of Beidou satellite navigation industry policy development and put forward corresponding countermeasures.Firstly,this paper analyzes the development of Beidou satellite navigation industry and existing industrial policies.At the same time,it goes deep into enterprise research and Industry Symposium,collects first-hand data,and studies the development characteristics of Beidou satellite navigation industry at this stage in combination with public data.The results show that due to the late development of Beidou satellite navigation industry and the low degree of industrialization,marketization and scale,China is facing the problems of insufficient market potential,insufficient industrial competitiveness and unbalanced industrial development.Using the content analysis method and based on the policy tool theory,this paper makes a quantitative analysis of the relevant policies of Beidou satellite navigation industry.The research results show that in the satellite navigation industry,China’s relevant industrial policies have some problems,such as unreasonable structural distribution,unsystematic policies and not specific enough.This paper studies and analyzes the experience and policies of the United States,Russia,the European Union and other countries and regions in developing their own satellite navigation industry from the two dimensions of industrial development and the implementation of industrial policies.It is found that the development of satellite navigation industry in various countries follows a similar development path,and industrial policies should be continuously adjusted with the development of the industry.Finally,based on the development of domestic satellite navigation industry and the specific situation of the implementation of industrial policies,as well as the reference to the advanced experience of the development of foreign satellite navigation industry,the paper puts forward industrial policy suggestions matching with the development stage of Beidou satellite navigation industry.
